Abstract

Inconsistencies between spatial planning and the factual development of an area can lead to environmental degradation, which requires management that considers the balance between development needs and environmental sustainability. The purpose of this study is to analyze the land use conformity between 2013 and 2023 and the land use plan in the Spatial Planning Plan of Banyuasin Regency for 2019-2039, as well as strategies for controlling land use changes in the Jakabaring Urban Area, Banyuasin Regency. This research uses a mixed-methods approach, involving both qualitative and quantitative approaches with the help of spatial analysis techniques using Geographic Information Systems (GIS) and interviews. The results of the study show that the conformity to the spatial planning in Banyuasin Regency in 2018, with an area of non-conformity reaching 190.83 ha, occurred. The non-conformity with the spatial planning pattern was found in the existing land use of rice fields, which are designated for local protection areas, with an area of 136.97 ha. Meanwhile, in 2013, non-conformity to the spatial planning of Banyuasin Regency was found in the existing land use of swamp shrubs, covering an area of 94.67 ha, designated for local protection areas. In this study, the recommended strategy for controlling land use changes in the Jakabaring Urban Area of Banyuasin Regency includes efforts to control land conversion, namely minimizing the opportunities for land conversion, controlling land conversion activities, and using land conversion control instruments.
