Abstract

The development of inclusive and sustainable tourism villages relies not only on natural resources but also necessitates the readiness of human resources, particularly women, in decision-making and managerial governance. This Community Service (PkM) program aims to foster the independence of female partners in Lebih Village, Gianyar Regency, in managing an inclusive, communicative, and competitive tourism village. Specifically, the activities focus on enhancing tourism communication skills and optimizing digital marketing through narrative promotional tools. The implementation method applies the Participatory Action Learning System (PALS) approach, in which the partner groups are actively involved as subjects from the planning and implementation stages through to the final evaluation. Direct solution interventions were conducted through English tourism communication training, public service simulations, digital socialization, and mentoring in social media content management. The success of the program was systematically evaluated using the Kirkpatrick Model at the learning and behavioral levels. The results of the activities, conducted on May 14-15, 2026, indicated a substantial enhancement in practical capacity. Although the written cognitive evaluation showed relatively stagnant results—with an average pre-test score of 82.77 and a post-test score of 84.44—due to the brief duration of the implementation, the participants' psychomotor evaluation demonstrated highly positive behavioral changes. The women and youth groups exhibited immense enthusiasm in practicing excellent service communication skills and independently producing tourism promotional content. Furthermore, this program generated innovative outputs, including a tourism communication pocketbook, educational posters, and the initiation of a digital media management team. This community service program serves as an initial foundation for the independence of Lebih Village, yielding a broad impact on enhancing social, economic, and institutional productivity. The recommended follow-up action is the implementation of a long-term mentoring program.
