<![CDATA[Mobil Sehat (Healthy Car) is the implementation of government’s program to being commited in giving an easy access to health services for public. With this program, an increasing standard in health services in Kabupaten Tabanan area is expected. This research was done with qualitative descriptive method which data are collected by deep interview to the officer, informant and sources. This research is to measure how significant is the implementation of Mobil Sehat program in terms of increasing the health services standard for public in Kabupaten Tabanan, by using the Implementation of Public Policy theory by George C. Edward III that based on indicator of communication, resources, dispotition and bureaucracy structure. The purpose of this research is to explore the implementation of the program and the obstacle while implementing the program. In order to collecting the data, Researcher was involved in direct observation to the field to receive primary data and conducting a documentary study to receive the secondary data.The result shows that implementation of this program to increase the standard of the health services in Kabupaten Tabanan was not achieving the maximum and optimum result yet with the main reason mostly because of there are still a lot of miscommunication and the lack of coordination between the officer, and lack of the socialization to the public. This obstacles has a major impact to the amount of the society that participate in this program is far from the expected target.This communication, coordination, socialization and developing an awareness in society are the main obstacles that had to be settled in order to achieving the expected result.
