Abstract

Purpose of this research is to evaluate implementation Decision of Governor Bali. This research use descriptive method qualitative. As for its data collecting method is interview, observation, and documentation study. Pursuant to result of research from 13 indicator variable efficacy of policy implementation according to Grindle there are 5 indicator variable having problem is. First, content order policy, which is on its implementation contain difference of perception among relevant implementator of content order this policy. Second, existence of sanction, where it is true there no coherent sanction in this policy. Third, clarity of message of policy, message of this ill defined policy causing multiple of interpretation among implementator which is on finally cause at difference of relevant perception of usage of this fund. Fourth, policy consistency where this policy represent to continues of previous policy, and there is lessened in the case of aspect and consistency of  acountability because on the happening of change at this policy do not entangle stakeholder which in this case is party receiver of fund of realocation. Fifth, acceptance of message which not yet taken place in an optimal fashion because there is still its of difference of perception among implementator so that policy implementation not yet earned to walk optimally.

Abstract

ABSTRACT The aim of the present study was to investigate the implementation of effective Human Resource (HR) Performance Standard on the Quality of Public Services in Health Center of Densel II, South Denpasar. This study made use quantitative research methods. The data collection method used in this study was questionnaire method. Furthermore, based on the research results for the 6 indicators of performance standards by Russel and 5 indicators of services quality by Parasuraman et al., showed that the implementation of effective Human Resource (HR) Performance Standards as a supporting ISO 9001 : 2008 effective or had a positive and significant effect on the Quality of Public Services in Health Centers of Densel II, South Denpasar.   Keywords: Performance Standards, ISO 9001:2008, Quality Services

Abstract

ABSTRACK This research takes its background from the increasing growth of population in the city of Denpasar is mainly caused by the migration factor. Migration or movement of people is a difficult thing to be avoided by living things, including humans . Sometimes the movement is going on without any prior planning. Sometimes migration is done in a way that is deliberate as a shortcut to get to a direction of success coveted by everyone . It is on the one hand , a new problem in the administration sector of population that is associated with the administration of KIPEM.The concept of service quality a concept that includes the value of internal and external about formation of a system of services that are associated with public satisfaction. This concept contains variables KIPEM Service Quality Leadership (X) as an independent factor and Public Satisfaction (Y) as the dependent variable. The research shows as follows: (1) there is a simultaneously significant influence mostly from service quality variable to the public satisfaction. R Square(R2) is 0,943. It can be concluded that the influence of service quality concept through the public satisfaction can be 93,3% by service quality (X). (2) F-test shows that variables of service quality influence significantly to the public satisfaction. This can be seen from F-count that is 80,041 with the rate of significance 0, 000. Therefore, the variables of service quality (X) influence the public satisfaction (Y) significantly.   Keywords: quality service, community satisfaction

Abstract

ABSTRAC   Education is a basic human need to live and achieve a better life. One effort to meet the educational needs made ??the Law Number 20 Year 2003 on National Education System which mandates every citizen aged 7-15 years of compulsory basic education. To further the success of compulsory education and also to reduce the burden of the cost of education, then the government provide School Operational Assistance. The porpose of this research are to know how the implementation BOS by local goverment and junior high school then what the aspec which influence implementation of this policy. We choose Tabanan Regency to be research area with the sample SMP 1 and SMPN5 Tabanan to see how the implementation of BOS fund in there, because Tabanan is one of the regencies with the lowest matching BOS fund. This study used a qualitative research method of collecting information using in-depth interview, observasi non partisifan and documentation techniques. According to the theory of Edward III, there are four aspects that affect the implementation of BOS fund: communication, resources (human and financial), attitudes and bureaucratic structures. On the four aspects of the synergy between local goverment and junior high schools are not good, so they must reform and make good governance in education policy.   Key Words : Public Policy, Education, School Operational Assistance

Abstract

ABSTRAK Penelitian mengenai capacity building pada kelembagaan lokal subak dalam mewujudkan pembangunan berkelanjutan di pedesaan merupakan  respon dari  melemahnya eksistensi  kelembagaan subak sebagai lembaga pertanian di pedesaan,  akibat dari munculnya program nsimantri gapoktan dari pemerintah provinsi bali. penelitian ini dilaksanakan di Desa LokaSari, Sidemen, Karangasem, dengan menggunakan metode kualitatif deskriftif, adapun rumusan masalah yang akan dibahas dalam penelitian ini bagaimana perbandingan kapasitas antara subak dan simantri gapoktan serta bagaiamana konsep strategis dari pengembangan kapasitas kelembagaan lokal subak dalam mewujudkan pembangunan berkelanjutan di pedesaan. dalam penelitian ini berhasil menganalisis faktor penyebab lemahnya kapasitas dari Subak, antara lain tidak jelasnya pembagian kerja pada Subak, tidak adanya visi misi yang jelas, serta lemah dari sisi sistem administrasi karena pemerintah mengalihkan bantuan anggaran kegiatan pertanian dominan kepada simantri gapoktan, dan minimnya transparansi serta akuntabilitas pada kelembagaan lokal subak. Adapun konsep strategis dalam pengembangan kapasitas kelembagaan lokal subak adalah dengan memaksimalkan peran subak sebagai modal sosial yang tidak diambil alih oleh simantri gapoktan seperti mengarahkan subak sebagai koperasi usaha tani, subak sebgai objek agrowisata, dan mengintegrasikan sistem subak berada di bawah naungan kelembagaan lokal subak.   Kata Kunci: pengembangan kapasitas, kelembagaan subak, sistem simantri, gapoktan, dan   pembangunan berkelanjutan.

Abstract

ABSTRACT This study begins with the initial problems in government agencies, namely the Influence of Education and Training Employee Performance against Office of the Instituto Nacional da administração Publica East Timor. The problem has been the lack of effective measurement of the success of the Instituto Nacional da administração Publica (INAP) to provide education and training to employees as participants. Assessment of the performance of the employees should be done just before and after implementing training and education programs. However, to date assessment of the performance of the employees in the education and training center at the Instituto Nacional da Administração Publica (INAP) EastTimor is rarely done. The purose of this study is to determine how much education and training programs to give effect to the performance of employees at the Instituto Nacional da administração Publica (INAP) East Timor. The total sample of 35 people. The data analysis using sample regression test. data collection using questionnaires. The results showed a correlation value of 0.536, has a value of t greater than t table (3.645 > 1.6). Based on the hypothesis test, it can be stated Ho rejected and Ha accepted ,means a significant difference between training on employee performance at the Instituto Nacional da Administração Publica (INAP) East Timor. Abstract

ABSTRACT   Good Corporate Governance is generally known as a good system and structure to manage a company in order to increase the value of shareholders and to accomodate the stakeholders such as creditor, supplier, bussines association, consumer, worker, goverment, and wider community. The aim of this research are to know the evaluation  impact and obstacles of Good Corporate Governance PT. Bali Tourism Development Corporation (BTDC) for society in Benoa Village, Sub-district of South Kuta, Badung Regency. The result of this research indicated PT.BTDC already applied the concept of Good Corporate Governance in every done activity in order to be a Bali tourism company. The sample of the activity is doing the PKBL (Program Kemitraan dan Bina Lingkungan). PT. BTDC applied 5 principals of GCG; transparency, accountability, responsibility, independency, and fairness on a good scale and appropriate with BUMN regulation which is occurred and can be said has a good social responsibility.   Keyword: Evaluation, GCG, CSR

Abstract

ABSTRACT Accountability is one of many indicators in good governance. Government Institutions that implement public accountability means that institutions always be responsible for their activities in public. In the reality,  most of public administration in Indonesia still having  problem in the system of  government that have not been effective and efficient. The problem that may come is the difficulty of dealing with  constructure permission that make many people who want to construct the buildings break the existing rules. this research will examine the public service accountability in Licensing Service Agency One Stop Investment coordinated with Department of Housing and Spatial Planning in Denpasar by using descriptive qualitative research method. The results of this study indicate that the Denpasar Government has not accountable in providing services for users of those services, can be seen from the interests of the service user is not yet a major priority of public officials. Therefore the government need to increase transparency and accountability in providing services, especially in how long the proccess of the services that complained by service user take time.
