<![CDATA[Abstractk Eventhough The Village has important and strategic role in the structure of government in Indonesia, but in the past regime (New Order Era) It is placed as objects rather than subjects of power. In the governance reforms started in 1998, this paper examines how the reforms sought by the village government. The results of the research showed, in spite of new structures and functions in the village administration, among others, demonstrated the existence of village councils, but the reforms that took place considered did not work well because management has not touched the professional bureaucracy yet. Keyword: Village, village governance, reform Abstrak Meski memiliki peranan yang penting dan startegis dalam struktur pemerintahan di Indonesia, desa pada rezim pemerintahan yang lalu (Orde Baru) lebih ditempatkan sebagai objek kekuasaan ketimbang subyek. Seiring dengan reformasi pemerintahan yang dimulai tahun 1998, tulisan ini mengkaji bagaimana reformasi itu diupayakan pada pemerintahan desa. Hasil penelitian menunjukkan, sekalipun ada struktur dan fungsi baru dalam pemerintahan desa, antara lain ditunjukkan dengan keberadaan Badan Perwakilan Desa, tetapi reformasi yang berlangsung dipandang belum optimal dikarenakan belum menyentuh manajemen birokrasi yang profesional.
