<![CDATA[Penelitian ini bertujuan untuk mengetahui konsep dari teori tentang Netralitas terhadap aturan-aturan netralitas Aparat Sipil Negara (ASN). Selain itu, untuk mengetahui sejauh mana netralitas aparatur sipil negara dalam mengemban tugas sebagai pelayan publik. Metode penelitian ini menggunakan metode normatif, dengan mengumpulkan bahan-bahan hukum sebagai rujukan untuk disesuaikan dengan aturan yang berlaku tentang Netralitas ASN. Sehingga hasil dari penelitian ini menunjukkan bahwa konsep netralitas terhadap ketentuan disiplin asn ternyata tidak sesuai dengan hirearki perundang-undangan. This study aims to determine the concept of the theory of Neutrality against the neutrality rules of the State Civil Service (ASN). In addition, to find out the extent of the neutrality of the state civil apparatus in carrying out their duties as public servants. This research method uses a normative method, by collecting legal materials as a reference to be adjusted to the applicable rules on the Neutrality of ASN. So the results of this study indicate that the concept of neutrality with regard to the discipline of ASN is apparently not in accordance with the statutory hierarchy.]]>
