ABSTRAK Penelitian ini bertujuan untuk mengetahui proses pengembangan modul, kelayakan modul dan respons siswa terhadap modul yang telah dikembangkan. Model pengembangan menggunakan model 4-D sebagai landasan. Penelitian dilakukan di SMKN 1 Surabaya. Subjek uji coba adalah 20 siswa kelas XII APK 1. Instrumen penelitian menggunakan lembar telaah modul, lembar validasi modul dan lembar angket respons siswa. Hasil validasi ahli materi memperoleh persentase 94% kategori sangat layak, validasi ahli kegrafikan memperoleh persentase 97% kategori sangat layak, dan validasi ahli kebahasaan memperoleh persentase 96% kategori sangat layak. Rata-rata keseluruhan hasil validasi memperoleh persentase 95,1% kategori sangat layak dan respons siswa memperoleh persentase 85,9% kategori sangat layak. Dapat disimpulkan bahwa modul hubungan masyarakat dinyatakan sangat layak digunakan sebagai bahan ajar di SMKN 1 Surabaya. Kata kunci: modul, hubungan masyarakat, model 4-D ABSTRACT This research aims to find out module developed process, the properness of the module, and the students’ response to the modules that have been developed. The development module using 4-D models. The research conducted in SMKN 1 Surabaya. The subject of the trial is 20 students in class XII APK 1. The research instrument used study module form, validation module form and student questionnaire responses form. The result of expert validation material is percentage 94% categorized as very decent, expert graph validation is percentage 97% categorized as very decent, and expert linguistic validation is percentage 96% categorized as very decent. The over all average validation result obtain percentage 95,1% categorized as very decent. The students responses obtain 85,9% categorized as very decent, and finally it can be concluded that the public relations module is very decent to use for teaching materials in SMKN 1 Surabaya.
