As a form of government responsibilities and services to the citizen through the implementation of e-gov, the Department of Population and Civil Registration of Jember developed the Service Information System (SIP) website as a step to realize a good governance. The aim is to increase efficiency, comfort and ease of accessibility of services to the community. This research is conducted in order to assess the quality of SIP service using the e-GovQual framework and the goal is to get the priority of developing website. This research is a quantitative research involving 100 respondents. There are 21 statements representing the attributes of the e-GovQual dimension. Those were tested using Cronbach's α. The data was processed using Confirmatory Factor Analysis (CFA) to get the main factors that affect each dimension of e-GovQual. From the average value of communalities for each dimension, it is known that the highest priority lies in Citizen Support (0.739); followed by Trust (0.670); Reliability (0.627); and Efficiency (0.587).
