ABSTRAKTesis ini membahas masalah Pengaruh Sanksi Administratif Terhadap Kedisiplinan Warga untukMelaporkan Peristiwa Penting dan Peristiwa Kependudukan Kepada Instansi PelaksanaBerdasarkan Perda Kab. Kubu Raya No. 3 Tahun 2011. Dari hasil penelitian menggunakanmetode penelitian hukum yuridis empiris diperoleh kesimpulan, bahwa : 1. Adanya sanksiadministratif yang diatur didalam Perda Kab. Kubu Raya No. 3 Tahun 2011 belum mampumenimbulkan kedisiplinan warga untuk melaporkan peristiwa penting dan peristiwakependudukan kepada Instansi Pelaksana, hal ini dikarenakan pertama, kurangnya kesadaran danketaatan hukum masyarakat, kurangnya akses informasi terhadap berbagai peraturan perundangundanganyang berkaitan dengan penyelenggaraan administrasi kependudukan baik itu di mediapromosi, media elektronik dan media sosial. Kedua, terkait dengan besaran denda administrasiyang terbilang kecil sehingga tidak memberikan efek jera/rasa takut masyarakat. Ketiga,pelaksanaan sanksi administrasi yang tidak secara menyeluruh dilaksanakan. Hanya bidangpencatatan sipil saja yang melaksanakan sanksi administrasi tersebut. Akibatnya, masih banyakketerlambatan masyarakat untuk melaporkan peristiwa penting dan peristiwa kependudukan. 2.Adapun faktor-faktor yang mempengaruhi ketidakdisiplinan masyarakat antara lain : pertama,tingkat kesadaran dan kepatuhan hukum masyarakat yang masih minim akan pentingnyamemiliki dokumen kependudukan. Kedua, kurangnya sosialisasi Dinas Kependudukan danCatatan Sipil di Kecamatan dan Desa-desa. Ketiga, letak lokasi masyarakat yang jauh dariInstansi. Keempat, tidak adanya UPT (Unit Pelaksana Teknis) di Kecamatan. 3. Upaya-upayayang dilakukan Dinas Kependudukan dan Catatan Sipil Kab. Kubu Raya untuk meningkatkan2kedisiplinan masyarakat adalah : pertama, Dinas Kependudukan dan Catatan Sipil berkerjasamadengan PEKKA (Perempuan Kepala Keluarga) memberikan sosialisasi mengenai berbagaiproduk hukum terkait dengan penyelenggaraan administrasi kependudukan di Kecamatan.Kedua, meningkatkan kesadaran dan kepatuhan hukum masyarakat akan pentingnya dokumenkependudukan. Ketiga, jemput bola di sekolah-sekolah untuk perekaman KTP Elektronik.Keempat, pembentukan UPT (Unit Pelaksana Teknis) di Kecamatan. Kelima, menjalinkerjasama dengan RT/RW untuk ikut berpartisipasi dalam rangka penyelenggaraan administrasikependudukan. Selanjutnya, hal ini direkomendasikan : 1. Kepada Dinas Kependudukan danCatatan Sipil Kab. Kubu Raya hendaknya secara konsisten melaksanakan sanksi administrasisesuai dengan peraturan yang berlaku, membuka secara lebih luas akses informasi kepadamasyarakat mengenai penyelenggaraan administrasi kependudukan seperti di media promosi,media sosial dan media elektronik, selanjutnya melakukan sosialisasi terus menerus mengenaiberbagai produk hukum sehingga dapat meningkatkan kesadaran dan kepatuhan masyarakatuntuk mengurus dokumen kependudukan tepat waktu serta diharapakan Disdukcapil lebihproaktif melakukan pendataan kependudukan agar seluruh peristiwa penting dan peristiwakependudukan dapat terdata dengan baik. Disamping itu, stelsel aktif dari Pemerintah(Disdukcapil) juga harus diikuti dengan partisipasi masyarakat untuk mengurus dokumenkependudukan tepat waktu.Kata Kunci : Sanksi Administrasi, Peristiwa Penting, Peristiwa Kependudukan dan KedisiplinanWarga.ABSTRACTThis thesis discusses the problems Influence Disciplinary Administrative Sanctions AgainstCitizens to Report Milestones and Current Population Based Regulation Implementing AgenciesTo Kab. Third, the implementation ofadministrative sanctions that are not thoroughly implemented. Only civil registration are carryingout the administrative sanctions. As a result, there are still many delays the public to reportimportant events and events of the population. 2. The factors that affect the communityindiscipline among others: first, the level of awareness and compliance with the law society thatstill lack the importance of having citizenship documents. Second, the lack of socialization ofPopulation and Civil Registration in the district and villages. Third, the location of the remotelocation of the institutions of society. Fourth, the absence of UPT (Technical ImplementationUnit) in the district. 3. Efforts are made of Population and Civil Registration District.
