Can. 271 §§ 1-2 of the 1983 Code speaks about temporary transmigration of diocesan priests. It is a new norm in the Code of Canon Law. The same matter was also regulated by the 1917 Code and subsequent norms, but in a restrictive and cautious way in order to get rid of the absolute priestly ordination and to promote the ecclesiastical discipline among priests. Can. 271 §§ 1-2 has its origin from the teaching of the Second Vatican Council. The Church now promotes the temporary transmigration of priests from a diocese to another, from a region to another, on the one hand to respond to the new, more dynamic pastoral needs of the Church, which need the ministry of priests, and on the other to resolve the shortage of priests in the Catholic world. This canon provides a juridical means for the Church to have a more proportional distribution of priests, both in the world and among the particular Churches. It also expresses communion and cooperation between priests and bishops, and among particular Churches
