Abstract: The Implementation of Life Environmental Policy in the Conservation of Water Source at Brantas River (A Study at The Office of Life Environment of Batu City) Natural potential of Brantas River is very strategic, this river is the longest and the most important river in the civilization of East Java community. Nowdays, the upstream region of Brantas River is in the critical period. The Conservation Effort of Upstream Water Source at Brantas River, and the implementer is The Office of Life Environment  (KLH) of Batu City. The purpose of this research are to analyze the implementation of life environmental management policy by KLH Batu City in the conservation effort of upstream water source at Brantas River, and to analyze what are the supporting and constraining factors. The research method used is descriptive research with qualitative approach. Research is focused on some matters such as general description of research; implementation of life environment policy in the conservation of water source at Brantas, which includes some sub-matters such as the implementer by KLH of Batu City, targeted group which is the community who live around the conservation area of upstream water source at Brantas River, and the mechanism of policy implementation; supporting factors and constraining the implementation of conservation of  water source at Brantas River. Key Words: Implementation of Life Environment Policy, Conservation of Water Source Abstrak: Implementasi Kebijakan Lingkungan Hidup Dalam Konservasi Sumber Air Sungai Brantas. potensi alam dari sungai Brantas sangat strategis, dimana sungai ini termasuk sungai terpanjang dan terpenting atas peradaban masyarakat Jawa Timur. Saat ini sungai Brantas di daerah hulu cukup mengalami krisis, upaya konservasi sumber air hulu DAS Brantas telah dilakukan oleh KLH Kota Batu. tujuan dari penelitian ini ialah untuk menganalisis implementasi kebijakan pengelolaan lingkungan hidup dalam upaya konservasi sumber air hulu DAS Brantas yang dilakukan oleh KLH Kota Batu serta menganalisis apa yang menjadi faktor pendukung dan penghambatnya. Penelitian ini menggunakan metode diskriptif yang menggunakan pendekatan kualitatif. Di mana fokus dari penelitian ini diantaranya: gambaran umum penelitian, implementasi kebijakan lingkungan hidup dalam upaya konservasi sumber air hulu DAS Brantas yang teridentifikasi sebagai berikut, implementator yakni studi pada KLH Kota Batu, target grup ialah masyarakat yang mendiami kawasan konservasi sumber air hulu DAS Brantas, dan mekanisme pelaksanaan dari kebijakan tersebut, faktor pendukung dan faktor penghambat pada pelaksanaan konservasi sumber air hulu DAS Brantas.   Kata Kunci: Implementasi Kebijakan Lingkungan Hidup, Konservasi Sumber Air
