<![CDATA[This study aims to determine the operational procedures and constraints faced Pelita Jaya Motor Vessel fishing in running a business as well as to analyze the efforts made businessman Pelita Jaya Motor Ship in reducing business losses Waterways fishing in the Makassar Strait. The research method in this thesis using sociological juridical approach. Operational procedures and constraints faced by Pelita Jaya Motor Vessel is associated with the management of the vessel licensing documents to process the fish auction at the Port of Pekalongan TPI. The constraints faced in doing business of fishing, among others, is a complex permitting process and run through many agencies.
