<![CDATA[Penyelenggaran Negara dan pemerintah dewasa ini tidak dapat dilepaskan dari perubahan yang sangat cepat dan dramatis yang terjadi dalam skala gobal. Munculnya konsep “governance” merupakan salah satu jawaban perubahan tersebut. Dalam konsep “governance” ini terdapat pergeseran paradigma penyelenggaraan negara dan pemerintah dari “government” ke “governance”, sebagai konsekwensi dari perubahan ini adalah pemerintah tidak lagi memegang monopoli dalam penyelenggaraan Negara, tetapi harus berbagi peran baik dengan sektor swasta maupun dengan civil society (masyarakat). Perubahan ini juga berakibat pada pola hubungan antara pemerintah, sektor swasta dan masyarakat menjadi lebih sejajar dan demokratis. Current state and government delivery cannot be separated from the very rapid and dramatic changes that occur on a global scale. The emergence of the concept of "governance" is one of the answers to these changes. In the concept of "governance" there is a paradigm shift in the administration of the state and government from "government" to "governance", as a consequence of this change that the government no longer holds a monopoly in the administration of the State, but must share roles with both the private sector and civil society community).
