EFEKTIFITAS PELAYANAN IJIN MENDIRIKAN BANGUNAN DI DINAS PENANAMAN MODAL DAN PELAYANAN TERPADU SATU PINTU DI MINAHASA TENGGARA

Abstract

ABSTRAKKehadiran system pelayanan satu pintu pada dasarnya adalah untuk efisiensi dan efektifitas dalam pemberian pelayanan public. Namun, walaupun system ini telah dibuat dan dilaksanakan, masih banyak pelayanan public  yang belum bisa efektif dan efisien. Penyebabnya banyak faktor. Penelitian ini akan mengkaji efektifitas pelayanan yang ada di Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu (DPMPTSP) di Kabupaten Minahasa Tenggara. Dengan menggunakan metode kualitatif, efektifitas di DPMPTSP Kabupaten Minahasa Tenggara akan dikaji dengan menggunakan pendekatan yang dikemukakan oleh Ali Muhidin (2010) yang menjelaskan bahwa: Efektivitas berkaitan dengan masalah bagaimana pencapaian tujuan atau hasil yang diperoleh, kegunaan atau manfaat dari hasil yang diperoleh, tingkat daya fungsi unsur atau komponen, serta masalah tingkat kepuasaan pengguna. Temuan penelitian menggambarkan bahwa efektifitas pelayanan di DPMPTSP Kabupaten Minahasa Tenggara, masih jauh dari apa yang diharapkan. Hal itu dapat dilihat dari  Pertama, Alur pelayanan masih terbelit-belit; Kedua, pelayanan pembuatan Ijin Mendirikan Bangunan masih dirasakan lambat; Ketiga, kurangnya sumber daya manusia yang memadai pada Badan Penanaman Modal dan Pelayanan Terpadu Satu Pintu kabupaten minahasa tenggara; Keempat, kurangnya sosialisasi yang dilakukan oleh Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kabupaten Minahasa Tenggara tentang manfaat pembuatan Ijin Mendirikan Bangunan; Kelima, Waktu pelayanan terkadang tidak sesuai dengan apa yang sudah tertera Standar Operational Procedure (SOP). Kata Kunci: Efektifitas; Ijin Mendirikan Bangunan; DPMPTSP   ABSTRACTThe presence of a one-stop service system is basically for efficiency and effectiveness in providing public services. However, even though this system has been created and implemented, there are still many public services that have not been effective and efficient. The cause is many factors. This study will examine the effectiveness of existing services at the Investment Service and One Stop Services (DPMPTSP) in Southeast Minahasa Regency. By using qualitative methods, effectiveness in DPMPTSP Southeast Minahasa Regency will be studied using the approach proposed by Ali Muhidin (2010) which explains that: Effectiveness is related to the problem of how to achieve goals or results obtained, use or benefit of the results obtained, level of power function of elements or components, as well as user satisfaction level issues. The research findings illustrate that the effectiveness of services in DPMPTSP Southeast Minahasa Regency, is still far from what was expected. It can be seen from the first, that the service flow is still complicated; Second, the service for making building permits is still slow; Third, the lack of adequate human resources at the Investment Board and One Stop Services in Southeast Minahasa Regency; Fourth, the lack of socialization carried out by the Investment and One Stop Services of Southeast Minahasa Regency regarding the benefits of making building permits; Fifth, sometimes service times are not in accordance with what has been stated in the Standard Operational Procedure (SOP). Keywords: Effectiveness; Building permit; DPMPTSP
