KINERJA APARATUR SIPIL NEGARA DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL DALAM MENINGKATKAN PELAYANAN PUBLIK

Abstract

ABSTRAKKinerja aparatur sipil negara merupakan alat ukur dari sebuah pelayanan public pada instansi pemerintahan. Terkait hal ini kinerja di Dinas Kependudukan dan Pencatatan Sipil di Kabupaten Minahasa Tenggara dinilai masih jauh dari yang diharapkan. Hal itu bisa dilihat dari penilaian masyarakat dan tingkat kepuasan masyarakat terhadap pelayanan yang diberikan oleh dinas ini. Penelitian ini mencoba melihat bagaimana kinerja Aparatur Sipil Negara di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Minahasa Tenggara dalam meningkatkan pelayanan public. Hasil penelitian menunjukan sebenarnya palayanan yang ada dan yang dilakukan oleh Dinas ini sudah berjalan sesuai dengan Standard Operational Procedure (SOP) yang ada dan ditetapkan oleh dinas ini. Penilaian pelayanan yang diberikan oleh masyarakat sebenarnya didasarkan oleh penilaian pribadi dari masyarakat, yang selalu menginginkan dilayani tanpa melalui SOP yang ada. Dan jika pihak dinas tidak bisa melakukannya, maka mereka menilai bahwa pelayanan public oleh Dinas Kependudukan dan Pencatatan Sipil kurang memuaskan. Namun diakui bahwa pelayanan di dinas ini masih ada yang perlu di tingkatkan.  Kata Kunci: Kinerja; ASN; Dukcapil; Pelayanan Publik  ABSTRACTThe performance of the state civil apparatus is a measure of a public service in government agencies. In this regard, the performance at the Department of Population and Civil Registration in Southeast Minahasa District is still considered far from being expected. This can be seen from the community's assessment and the level of community satisfaction with the services provided by this agency. This research tries to see how the performance of the State Civil Apparatus in the Department of Population and Civil Registration of Southeast Minahasa Regency in improving public services. The results of the research show that the existing services and those carried out by this service are already running in accordance with the existing Standard Operational Procedure (SOP) set by this service. The evaluation of services provided by the community is actually based on the personal judgment of the community, which always wants to be served without going through existing SOPs. And if the agency cannot do it, then they consider that the public service by the Department of Population and Civil Registration is not satisfactory. However, it is recognized that there are still services at this service that need to be improved.  Keywords: Performance; ASN; Dukcapil; Public service
