Human Resources (HR) are often the sharpest spotlight in implementing government, regarding readiness, number, education, and professionalism. The implementation of good governance is needed to support the readiness of a solid apparatus. The purpose of this study was to analyze the influence of leadership and work motivation on satisfaction and performance of employees of Korwil II Malang, East Java Province. This research is an explanatory research which is used to find out the causal relationship between variables through hypothesis testing. The population of this study were 32 labor inspectors of the Regional Coordinator of Malang Regional Office II. East Java. While the sample used in this study using saturated sampling is a sampling technique if all members of the population are used as samples. The statistical analysis used is Path Analysis. The results of this study indicate that leadership and motivation influence employee satisfaction and performance and job satisfaction can mediate the influence of leadership and motivation on employee performance. The Head of the Manpower Supervisor of Malang Regional Office II of East Java Province, in improving his leadership, needs to use a participatory leadership approach and employees need to be given extrinsic motivation such as being given the opportunity to achieve achievements, be given awards and given the same as colleagues to get promotion.
