Abstract

Program Pengembangan Keprofesian Berkelanjutan merupakan kebijakan dikhususkan bagi guru yangmendapatkan sertifikasi guna mengembangkan kompetensi dan profesionalitasnya yang dilaksanakan sesuaikebutuhan, bertahap, dan berkelanjutan. Sehingga, pelaksanaan program Pengembangan KeprofesianBerkelanjutan (PKB) harus dilaksanakan sesuai kebutuhan guru yang bersangkutan. Kebutuhan yang dimaksudyaitu kebutuhan guru dalam mencapai dan/atau meningkatkan kompetensinya diatas rata-rata kompetensiprofesi guru. Program untuk meningkatkan kualitas guru juga dilakukan di Kabupaten Sampang denganPeraturan Bupati Sampang Nomor 33 tahun 2018 tentang pembinaan dan pengembangan keprofesianberkelanjutan bagi guru dan tenaga kependidikan. Program Pengembangan Keprofesian Berkelanjutan (PKB).PKB adalah program dari pemerintah Kabupaten Sampang yang dikhususkan bagi guru mendapatkan sertifikasidimana dalam pelaksanaanya sesuai dengan kebutuhan, bertahap, dan berkelanjutan guna meningkatkanprofesionalitasnya. Pengembangan yang sudah terlaksanakan dalam program Pengembangan KeprofesianBerkelanjutan (PKB) yaitu workshop tentang penyusunan media pembelajaran berbasis IT, workshop tentangpembelajaran berbasis Science, Technology, Engineering, Art, and Mathematics (STEAM).Penelitian ini bertujuan untuk mendeskripsikan implementasi, faktor pendukung dan faktorpenghambat serta implikasi adanya program Pengembangan Keprofesian Berkelanjutan (PKB) di UPTD SDNGunong Sekar 1 Kabupaten Sampang. Dalam penelitian ini menggunakan metode penelitian deskriptif denganpendekatan kualitatif. Teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Fokuspenelitian ini menggunakan teori menurut Van Meter dan Van Horn yang terdiri dari enam indikator yaitustandar dan sasaran kebijakan, sumber daya, Komunikasi antar organisasi dan penguatan aktivitas, karakteristikagen pelaksana, kondisi social ekonomi dan politik, disposisi implementor. Perlunya meneliti penelitian inisupaya mengetahui masalah yang terjadi di lapangan dan memberi saran untuk meringankan masalah yang ada.Kata Kunci: implementasi, pengembangan keprofesian berkelanjutan. The Sustainable Professional Development is a policy specifically for teachers who have receivedcertification in order to develop their competence and professionalism which is carried out as needed, graduallyand sustainably. Thus, the implementation of the Sustainable Professional Development (PKB) program must beimplemented according to the needs of the concerned teacher . This requirement is the need of teachers inachievin and / or improving their competence above the average competency of the teaching profession. ThePrograms to improve teacher's quality are also carried out in Sampang Regency with the Sampang RegentRegulation Number 33 of 2018 concerning sustainable professional guidance and development for teachers andeducation personnel. Sustainable Professional Development Program (PKB). PKB is a program from SampangRegency government which is specifically for teachers to get certification which in the practice is suitable withthe needs, gradually, and continuously in order to increase their professionalism. The developments that havebeen carried out in the Sustainable Professional Development (PKB) program include workshops on thepreparation of IT-based learning media, workshops on Science, Technology, Engineering, Art, and Mathematics(STEAM) -based learning.This study aims to describe the implementation, supporting and inhibiting factors as well as theimplications of the Sustainable Professional Development (PKB) program at UPTD SDN Gunong Sekar 1,Sampang Regency. This study used a descriptive research method with a qualitative approach. Data collectiontechniques used interviews, observation and documentation. The focus of this research used a theory accordingto Van Meter and Van Horn which consists of six indicators, namely standards and policy targets, resources,communication between organizations and strengthening activities, characteristics of implementing agents,socioeconomic and political conditions, disposition of implementors. It is necessary to research this research inorder to know the problems that occur in the field and provide suggestions to alleviate existing problems.Keyword : implementation, Sustainable Professional Development.
