<![CDATA[This article discusses the implementation of the preparation of educational programs (strategy formulation) that has been determined as a guide in realizing order and direction in implementing each program and its budgeting so that it remains consistent with the vision, mission, goals and development targets that have been proclaimed. The research method uses descriptive qualitative methods through observation, documentation and interviews at MTs Negeri 2 Bandar Lampung. Data were analyzed using the following steps: data reduction, data display, and conclusion/verification). The results of the study show that: 1) The head of the madrasa has carried out the process of formulating the vision and mission of the madrasa through forums, meetings and deliberation with all stakeholders. 2) MTs Negeri 2 Bandar Lampung conducted a self-evaluation with swot analysis. 3) MTs Negeri 2 Bandar Lampung provides superior programs in the form of superior classes with the aim that students are able to compete and be able to excel with other madrasas. 4) The urgency of the strategic plan for the madrasa as a guideline that refers to the process of formulating the vision and mission of the madrasa.]]>
