Human resource development has a very important role in order to improve the quality of teachers in a school. This study aims to reveal the role of various parties in the context of teacher development. The method used in this study is qualitative with data collection techniques using interviews and documentation. The stages of data analysis using the Miles and Huberman model, namely data collection, data reduction, data presentation, and verification. The data sources consist of the Principal, Teachers, Head of the School Committee, and Chair of the PCM (Muhammadiyah branch leader) Jetis Primary and Secondary Education Council (Dikdasmen). The results of the study show that: 1) Schools develop teacher staff in schools, starting from recruitment which is carried out through several stages with a recruitment system developed by involving the School Committee and the Educational Education Council; 2) Schools actively involve participants in activities carried out by the Bantul District Education, Youth and Sports Office and to the District Coordinator in various KKG (teacher working group) activities, training or curriculum refresher, local content training, and a team of question script makers, either at the Jetis District or Bantul District ; 3) The principal has played a role in providing motivation and encouragement in various forms. 4) The School Committee plays a role in providing direction, input, coaching, and evaluating various teacher development activities
