Abstract Performance is the work result that can be achieved by a person or group of people in an organization. The occurrence of employee performance problems in the Riau Province BKKBN office can be seen from the realization of activities that have not been fully realized as planned from the start. This is due to a phenomenon such as there are often jobs that are often delayed, resulting in a decrease in work discipline, and there are still employees who are not present without providing a certificate, because if there are employees who are desperate to ditch or the percentage level of attendance is small. The purpose of this study is to see the performance of employees at the Riau Province BKKBN Representative Office and to see the factors that hinder the performance of employees at the Riau Province BKKBN Representative Office. This research is a descriptive qualitative research that seeks to describe a phenomenon or event as it is. The results of this study indicate 5 indicators of employee performance, namely productivity, quality, timeliness, cycle time, and costs are quite good. Meanwhile, 1 indicator, namely the use of resources is still not good. The inhibiting factors, such as the age of employees, lack of qualified human resources, Covid-19 pandemic that caused the declinsion of budget (refocusing).
