Abstract

Abstrak Dalam sejarah politik di Indonesia, terlihat bahwa akar korupsi terdapat dalam praktik pemburuan rente (Rent Seeking) yang sudah ada sejak zaman pra kemerdekaan. Para birokrat dan penguasa politik secara sistematis menggunakan kekuasaannya untuk berbisnis dengan cara “mempengaruhi” setiap pengambilan keputusan dalam berbagai kebijakan. Tujuan penulisan ini adalah untuk mengetahui praktek Rent Seeking di Indonesia. Kemudian untuk mengetahui hubungan antara rent seeker, para birokrat dan politisi dalam praktek rent seeking serta penyebab munculnya praktek rent seeking dalam perspektif administrasi publik dan ekonomi politik. Metode yang digunakan adalah menggunakan pendekatan administrasi publik dan ekonomi politik secara kualititatif. Hasil penelitian menunjukan bahwa praktek rent seeking terjadi dengan tujuan untuk memelihara dukungan dari para pendukung politiknya. Dalam mendapatkan dan mempertahankan kekuasaan, elit birokrasi maupun politisi seringkali mendapat sokongan dana dari para pengusaha, sehingga seringkali banyak terjadi kasus-kasus kolusi, korupsi dan nepotisme di berbagai media yang dilakukan para elit politik dan birokrat. Sebagai balas budi, elit politik dan pejabat birokrasi melancarkan kepentingan para pengusaha dalam mencapai tujuan ekonomi/bisnisnya. Melalui praktek rent seeking ini menunjukkan ‘kerjasama’ elit birokrasi, politisi dan pengusaha (sebagai sumber dana) sebagai jalinan klientelistik yang mencerminkan pencapaian kepentingan elite birokrasi, politisi dan pengusaha diatas kepentingan publik. Abstract In the history of politics in Indonesia, it can be seen that the root of corruption lies in the practice of rent seeking which has existed since pre-independence times. Bureaucrats and political rulers systematically use their power to do business by "influence" every decision making in various policies. The purpose of this paper is to find out the practice of rent seeking in Indonesia. Then to find out the relationship between rent seekers, bureaucrats and politicians in the practice of rent seeking and the causes of the emergence of rent seeking practices in the perspective of public administration and political economy. The method used is a qualitative approach to public administration and political economy. The results of the study show that the practice of rent seeking occurs with the aim of maintaining support from political supporters. In gaining and maintaining power, the bureaucratic elite and politicians often receive financial support from businessmen, so that there are often cases of collusion, corruption and nepotism in various media carried out by political elites and bureaucrats. In return, political elites and bureaucratic officials promote the interests of entrepreneurs in achieving their economic/business goals. Through this practice of rent seeking, it shows the 'cooperation' of the bureaucratic elite, politicians and businessmen (as a source of funds) as a clientelistic relationship that reflects the achievement of the interests of the bureaucratic elite, politicians and businessmen above the public interest.
