Abstract

This study aims to develop a HOTS-based thematic assessment instrument with theoretical and empirical quality for fourth grade elementary school students. The type of research used is research and development, with the following steps: (1) potential problems, (2) planning, (3) product design, (4) product validation by experts, (5) product revision, (6) testing product, (7) final product. The results showed that the thematic assessment instruments developed had theoretical and empirical qualities. The theoretical quality is based on the assessment of 3 experts who conclude that all the questions are suitable for use, because the criteria for writing the items from the material, construction, and language aspects are fulfilled. From the HOTS criteria, 40 questions meet the HOTS criteria, namely the fulfillment of the material aspects. Quality is empirically based on the analysis of the results of field trials. All items met the validity and reliability requirements, with a difficulty level of 32.5% for easy questions, 57.5% for medium, and 10% for difficult questions. In terms of distractor effectiveness, 97.5% of distractors are functioning and 2.5% of distractors are not functioning.
