Evaluasi Kinerja Pelayanan Air Bersih Komunal di Wilayah Pengembangan Ujung Berung Kota Bandung

Abstract

Terbatasnya cakupan pelayanan Perusahaan Daerah Air Minum (PDAM) di Kota Bandung, menuntut adanya partisipasi aktif masyarkat dalam penyediaan air bersih. Sarana air bersih komunal muncul sebagai satu alternatif penyediaan air bersih yang berbasiskan masyarakat. Tantangannya ialah kemampuan dan kapasitas masyarakat yang terbatas baik secara ekonomi maupun sosial. Sampai saat ini masih belum diketahui bagaimana ketercapaian pelayanan yang dihasilkan oleh sarana air bersih komunal di Kota Bandung. Dengan demikian studi ini dilakukan untuk mengevaluasi kinerja pelayanan sarana air bersih komunal yang terdapat di permukiman penduduk di Kota Bandung. Identifikasi kinerja pelayanan dilakukan melalui evaluasi terhadap kinerja dari lima komponen pelayanan, yaitu: kuantitas air, kualitas air, kontinuitas air, tarif air, dan penanganan keluhan. Setiap komponen memiliki tolok ukur kinerja masing-masing. Kemudian penilaian kinerja didasarkan pada ketercapaian tolok ukur tersebut dengan melakukan evaluasi secara formal melalui pendekatan supply dan demand yang dianalisis melalui metoda analisis deskriptif-analitis dan kuantitatif. Hasil yang diperoleh ialah sarana air bersih komunal yang terdapat di lokasi studi seluruhnya memiliki kinerja pelayanan air bersih komunal yang baik. Persepsi masyarakat menunjukan kepuasan terhadap pelayanan sarana air bersih komunal. Hal tersebut didukung oleh ketercapaian kinerja dari pelayanan air bersih komunal, yakni mayoritas ketercapaian pelayanan memenuhi standar pelayanan yang ada.Kata Kunci: evaluasi, pelayanan, air bersih, komunal, Bandung The limited range of services in the City PDAM Bandung, requires the active participation of community in the provision of clean water. Communal water supply emerged as an alternative to the provision of community-based clean water. The challenge is the ability and the limited capacity of the community both economically and socially. Is still not known how the achievement of service generated by a communal water supply in the city of Bandung. This article evaluated service performance of the communal water supply located in residential areas in the city of Bandung. Identification of the performance of services is conducted through evaluation of the performance of the five service components, namely: water quantity, water quality, water continuity, water rates, and complaints handled. Each component has its own performance benchmark - each. Performance assessment is based on the achievement of the benchmarks with supply and demand approaches to did the formal evaluation which was analyzed by descriptive-analytic and quantitative methods. The result is, all have good service performance. Show the public's perception of satisfaction with the service of communal water supply. This is supported by the achievement of the performance of communal water services, where the majority of the achievement of service standards of existing services.Keyword: evaluation,  service, clean water, communal, Bandung
