Abstract: Perception of Worker to Implementation a City Minimum Wage Policy (UMK) (Study at Sukun Subdistrict, Malang City). Policy of City Minimum Wage (UMK) is the Government's attempt to protect worker and improve the welfare of worker subject to the ACT. No. 13 Year 2003. However, many of these entrepreneurs did not implement this policy, so as to bring up a different perception and outcry from worker, especially worker in Sukun Subdistrict, Malang City. The purpose of this study is to describe and analyze the implementation of policy UMK Malang, perception of worker, and the impact of the implementation of UMK to the welfare worker. This research was qualitative research with the descriptive approach. The focus of the problem is that (1) the implementation of UMK policy in Malang, (2) perception of worker in Sukun Subdistrict  to UMK Malang, and (3) the impact of the implementation of UMK to the welfare worker in Sukun Subdistrict, Malang City. The results of this study are UMK implementation is good enough but not optimal so as to bring up a different perception of the worker. Only the worker wages above the UMK can be said to prosper. Keywords: Perception, Worker, City Minimum Wage (UMK), Welfare.   Abstrak: Persepsi Pekerja terhadap Implementasi Kebijakan Upah Minimum Kota (UMK) (Studi di Kecamatan Sukun Kota Malang). Kebijakan Upah Minimum Kota (UMK) merupakan upaya pemerintah untuk melindungi pekerja serta meningkatkan kesejahteraan pekerja yang diatur dalam UU. No.13 Tahun 2003. Namun, banyak dari pengusaha tidak melaksanakan kebijakan ini, sehingga memunculkan persepsi yang berbeda hingga kecaman dari para pekerja khususnya pekerja di Kecamatan Sukun Kota Malang. Tujuan dari penelitian ini adalah mendeskripsikan dan menganalisis implementasi kebijakan UMK Malang, persepsi pekerja, dan dampak pelaksanaan UMK terhadap kesejahteraan pekerja. Penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif. Fokus permasalahannya adalah: (1) implementasi kebijakan UMK Malang, (2) persepsi pekerja di Kecamatan Sukun Kota Malang terhadap UMK Malang, dan (3) dampak pelaksanaan UMK terhadap kesejahteraan pekerja di Kecamatan Sukun Kota Malang. Hasil dari penelitian ini adalah implementasi UMK Malang sudah cukup baik namun belum optimal sehingga memunculkan persepsi berbeda dari para pekerja. Hanya pekerja yang upahnya di atas UMK dapat dikatakan sejahtera. Kata Kunci: Persepsi, Pekerja, Upah Minimum Kota (UMK), Kesejahteraan.
