Abstract : an Analysis of the Government’s Role to Overcome the Problem of Industrial Waste in Tjoekir Sugar Factory (a Study on the Environmental Protection Agency of Jombang) : PG Tjoekir is a subsidiary of PTPN X that changes/processes sugar cane to turns into a crystal-form sugar, to fulfill the sugar's self-supporting, are being demanded to operate well in cast for UKL-UPL. But in the reality, the problem of factory's waste management is still bothering the neighboors around. The appears of solids, liquids ,and air waste from the factory makes conflict. The society demands must be good waste management's made so that the freshness could be felt. Therefore, the government should take part to solve the problem. The points of this study are 1)government role on solving industrial waste of PG Tjoekir, 2)government programs to support their role to solve PG Tjoekir's industrial waste, 3) supporting and resisting factors on solving the PG Tjoekir industrial waste. By using descriptive method with qualitative approach, research has shown that the government have been play they role according to the SOP, but practically, there is obstacle such as lack of society participation and also the sugar factory. And also with the late program, got unwell responses. The human errors or lack of care to the surrounding has been the obstacles. Synergyislessgo hand in handis what causes theperceivedrole of governmentis not maximized. Keyword: the government’s role analysis, the industrial waste, the environmental protection agency. Abstrak : Analisis Peran Pemerintah dalam Mengatasi Limbah Industri Pabrik Gula Tjoekir (Studi pada Badan Lingkungan Hidup Kabupaten Jombang). PG Tjoekir merupakan anak perusahaan PTPN X yang mengolah bahan baku tebu menjadi gula kristal dalam upaya memenuhi swasembada gula dituntut mampu beroperasi dengan baik sesuai UKL-UPL. Tetapi pada kenyataannya permasalahan pengelolaan limbah PG Tjoekir sampai sekarang dirasa masih menganggu warga sekitar. Timbulnya limbah padat, cair, gas dari perusahaan memicu konflik. Masyarakat menuntut adanya pengelolaan limbah yang benar sehingga rasa nyaman dapat dirasakan. Oleh karena itu, dibutuhkan pula peran pemerintah untuk menyelesaikan permasalahan tersebut. Fokus penelitian, 1) peran pemerintah dalam mengatasi limbah industri PG Tjoekir, 2)program pemerintah untuk mendukung perannya dalam mengatasi limbah industri PG Tjoekir, 3)Faktor pendukung dan penghambat dalam mengatasi limbah industri PG Tjoekir. Dengan menggunakan metode deskriptif dengan pendekatan kualitatif, penelitian menunjukkan bahwa pemerintah telah menjalankan perannya sesuai dengan SOP yang ada tapi dalam prakteknya masih mengalami kendala karena kurangnya peran dari masyarakat maupun pihak PG Tjoekir. Begitu pula dengan program yang dibuat, kurang mendapat respon yang baik. Human Error maupun sikap kurang peduli terhadap lingkungan menjadi kendalanya. Sinergi yang kurang berjalan dengan baik menyebabkan peran pemerintah dirasa belum maksimal.   Kata kunci: analisis peran pemerintah, limbah, BLH
