Abstract: Institutional Reform Unit Integrated Licensing Service (UP2T) Into the Integrated Licensing Service Agency (BPPT) To Achieve Good Governance (Studies in Integrated Licensing Service Agency Office Sumenep). This research happen because bureaucracy licensing become an obstacle in indonesia trade development. The number of overlapping regulation , difficult procedure, high cost , the timing of licensing is no certainty , inadequate infrastructure and the performance of the officers who are not effective and efficient is the biggest obstacle facing the licensing service of society Then created a regulatory system that accommodates about problem solving bureaucracy licensing service that is "One Stop Service". Office of Integrated Licensing Service Agency is a government agency that serves the public service in the field of licensing. This is a descriptive study with a qualitative approach. The problem focus is (1) Institutional Reform Unit Integrated Licensing Service (UP2T) into the Integrated Licensing Service Agency (BPPT) Sumenep (2) Achieve Good Governance reform Integrated Licensing Service Unit (UP2T) into the Integrated Licensing Service Agency (BPPT) Sumenep. The results of this research are Institutional Reforms that occurred in the Licensing Office Sumenep is about Organizational Structure Reform/Institutional, Human Resources (HR) reform, Infrastructure Reform and Organizational Culture reforms to achieve good governance. Penelitian ini dilakukan karena birokrasi perizinan menjadi salah satu kendala yang dihadapi dalam perkembangan usaha di Indonesia. Banyaknya peraturan yang tumpang tindih, prosedur berbelit-belit, biaya tinggi, tidak ada kepastian jangka waktu penyelesaian, sarana dan prasarana kurang memadai serta kinerja para petugas yang tidak efektif dan efisien merupakan kendala terbesar terhadap pelayanan perizinan yang dihadapi masyarakat. Maka dibuat suatu sistem regulasi yang mengakomodir penyelesaian masalah tentang birokrasi pelayanan perizinan yaitu “Pelayanan Satu Pintuâ€. Kantor Badan Pelayanan Perizinan Terpadu merupakan instansi pemerintah yang melayani pelayanan publik dibidang perizinan. Penelitian ini bersifat deskriptif dengan pendekatan kualitatif. Fokus permasalahannya adalah (1) Reformasi Kelembagaan dari Unit Pelayanan Pelayanan Perizinan Terpadu (UP2T) menjadi Badan Pelayanan Perizinan Terpadu (BPPT) Kabupaten Sumenep (2) Mewujudkan Good Governance pada reformasi Unit Pelayanan Perizinan Terpadu (UP2T) menjadi Badan Pelayanan Perizinan Terpadu (BPPT) Kabupaten Sumenep. Hasil dari penelitian ini adalah Reformasi Kelembagaan yang terjadi pada Kantor Perizinan Kabupaten Sumenep yaitu tentang Reformasi Struktur Organisasi/Kelembagaan, Reformasi Sumber Daya Manusia (SDM), Reformasi Sarana dan Prasarana, dan Reformasi Budaya Organisasi untuk mewujudkan Good Governance.Kata kunci: reformasi, pelayanan publik, perizinan dan good governance Â
