ANALISIS EFEKTIVITAS PROGRAM KELUARGA HARAPAN DALAM MENANGGULANGI KEMISKINAN DI PAYAKUMBUH

ABSTRAKProgram Keluarga Harapan atau lebih dikenal dengan PKH merupakan salah satu jenis bantuan sosial bersyarat yang diberikan kepada keluarga miskin yang memiliki komponen kesehatan, pendidikan, dan kesejhteraan sosial. Penelitian ini bertujuan untuk mengetahui efektivitas PKH dalam upaya menanggulangi kemiskinan di Kota Payakumbuh. Subjek penelitian ini adalah Keluarga Penerima Manfaat (KPM) di lima kecamatan yang ada di Kota Payakumbuh yang terdiri dari 98 responden. Metode yang digunakan adalah metode pendekatan kualitatif, kemudian hasil penelitian di jelaskan menggunakan analisis deskriptif. Efektivitas didasarkan pada standar acuan  Libang Depdagri melalui aspek input, proses, dan output. Secara keseluruhan analisis efektivitas Program Keluarga Harapan dalam menanggulangi Kemiskinan di Kota Payakumbuh dinyatakan cukup efektif, dengan hasil rata-rata perhitungan keseluruhan variabel sebesar 63,67%. Berarti dana bantuan PKH yang diberikan sudah cukup membantu meningkatkan kesejahteraan perekonomian keluarga penerima manfaat, terutama dalam mengakses layanan pendidikan, kesehatan, dan kesejahteraan sosial.Kata kunci: Efektivitas, PKH, KemiskinanABSTRACTThe Family Hope Program or better known as PKH is a type of conditional social assistance provided to poor families that has components of health, education, and social welfare. This study aims to determine the effectiveness of PKH in an effort to reduce poverty in Payakumbuh. The subjects of this study were Beneficiary Families (KPM) in five sub-districts in Payakumbuh City which consisted of 98 respondents. The method used is a qualitative approach, then the research results are explained using descriptive analysis. Effectiveness is based on the reference standard for Research and Development of the Ministry of Home Affairs through aspects of input, process, and output. Overall, the analysis of the effectiveness of the Family Hope Program in tackling Poverty in Payakumbuh City is stated to be quite effective, with an average calculation of the overall variables of 63.67%. This means that the PKH assistance funds provided are sufficient to help improve the economic welfare of the beneficiary families, especially in accessing education, health and social welfare services.Keywords: Effectiveness, PKH, Poverty
