Efektivitas Fungsi Komisi Pemilihan Umum Dalam Mewujudkan Pemilu Yang Demokratis

Tujuan penelitian menganalisis efektivitas terlaksananya tugas Komisi Pemilihan Umum (KPU) sebagai penyelenggara pemilihan umum sesuai dengan aturan yang berlaku dan faktor-faktor yang mempengaruhinya. Tipe penelitian yang digunakan adalah tipe penelitian empiris yang dilakukan di KPU Kabupaten Majene. Hasil penelitian ini menyimpulkan bahwa fungsi KPU dalam mewujudkan pemilu yang demokratis pada tahun 2019 ialah kurang efektif, meskipun tingkat partisipasi masyarakat mencapai 90% namun pada saat yang bersamaan surat suara yang tidak sah mencapai 3,02 % atau 3676. Adapun faktor-faktor yang memengaruhi efektivitas fungsi KPU yaitu faktor eksternal dan internal baik dari cuaca, beberapa lokasi yang sulit dijangkau secara langsung dan tidak langsung, SDM yang berkualitas dari jajaran KPU dan pengetahuan masyarakat terhadap pemilu pada umumnya. Rekomendasi dari penelitian ini adalah hendaknya KPU tetap bersinergi dari berbagai pihak, lebih meningkatkan kualitas SDM, sarana dan prasarana yang masih terkendala, sosialisasi serta pendidikan pemilih agar KPU mampu mewujudkan pemilu yang demokratis. The research objective is to analyze the effectiveness of the implementation of the duties of the General Election Commission (KPU) as the organizer of the general elections in accordance with the applicable regulations and the factors that influence them. The type of research used is the type of empirical research conducted at the KPU Majene Regency. The results of this study conclude that the KPU's function in realizing democratic elections in 2019 is less effective, even though the level of public participation reaches 90% but at the same time invalid ballots reached 3.02% or 3676. The factors that influence the effectiveness of the KPU's function, namely external and internal factors both from the weather, several locations that are difficult to reach directly and indirectly, qualified human resources from the KPU ranks and public knowledge of elections in general. The recommendation of this study is that the KPU should continue to work together from various parties, further improve the quality of human resources, facilities and infrastructure that are still constrained, socialization and voter education so that the KPU is able to realize democratic elections.
