The sale and purchase of second-hand imported clothes that are now commonly found in the city of Surakarta make researchers interested in examining how the implementation of Minister of Trade Regulation No. 51 of 2015, what factors and reasons are the causes of the rampant sales of used imported clothes in Surakarta City, how are the efforts of the Surakarta City government itself in overcoming the rampant sales of used imported clothes. The purpose of the study was to determine the factors causing the rampant sales of used imported clothes in Surakarta City, to find out the factors and reasons for the practice of buying and selling used imported clothes, to find out the role of the Surakarta City government in dealing with the problem of buying and selling used imported clothes. The research method used by the researcher in qualitative research, the researcher also uses a sociological normative approach, while the sociological/empirical legal research is carried out by examining primary data obtained directly in the field. There are some problems between sellers of used imported clothes and the Indonesian government, this is because sellers enter used imported clothes illegally, which is tantamount to not complying with the rules that have been made by the government.
