Communities need to have capacity to respond to threats themselves because they are being at the forefronts of floods exposure. It is for this reason that communities should be involved in managing flood risks that may threaten their well-being. A critical element of sustainable disaster management is the community participation in these activities. The community participation refers to peopleâs contribution in the flood management cycle can be started from the basic phase of a process and ends in the achievement and institutionalization in the community. Then, in order to build disaster-resilient communities, they first need to be empowered so that community members can cope with the adverse effects of flood hazards.
