Abstract

Communities need to have capacity to respond to threats themselves because they are being at the forefronts of floods exposure.  It is for this reason that communities should be involved in managing flood risks that may threaten their well-being.  A critical element of sustainable disaster management is the community participation in these activities.  The community participation refers to people’s contribution in the flood management cycle can be started from the basic phase of a process and ends in the achievement and institutionalization in the community.  Then, in order to build disaster-resilient communities, they first need to be empowered so that community members can cope with the adverse effects of flood hazards.

Abstract

East Java is one of the few provinces in Indonesia that is blessed with the potential for diverse and abundant energy and mineral resources. One of the regions in East Java that has the potential as a major electricity producer is Ponorogo Regency. The Government of Ponorogo Regency itself through the Regional Regulation (Perda) of Ponorogo District Number 1 of 2012 concerning the Regional Spatial Plan of Ponorogo Regency (2012-2032) has regulated the development of infrastructure to increase electricity productivity by developing Geothermal Power Plants in Ngebel District. This then attracted the attention of domestic investors, namely PT. Darmakarya Energi Bakrie to establish a Geothermal Power Plant (PLTP) in the Ngebel Village area, Ngebel District, Ponorogo Regency. The development that has been planned will be able to run as expected together if it receives a positive response from the community. So it would have been a necessity if planning, implementing, and the results of development should be oriented towards the community, including the local community.

Abstract

This research aims to evaluate the empowerment program for coffee farmers through the CIPP model to find out how far the empowerment efforts are implemented and the benefits are felt, especially for coffee farmers in Muncar Village, Gemawang District, Temanggung Regency. This study uses a descriptive qualitative approach with the Creswell model of data analysis method. Evaluation of coffee farmer empowerment is carried out comprehensively from upstream to downstream, starting from the cultivation, post-harvest, and marketing processes. The results showed that the empowerment of coffee farmers in Muncar Village was carried out through the collaboration of stakeholders. Overall, the empowerment in Muncar Village for coffee farmers has improved the welfare of farmers so that there is an increase in the economic source of family income. Keywords: Farmer Empowerment; Program Evaluation; Muncar Village; CIPP Model

Abstract

Tujuan dari penelitian ini adalah melakukan evaluasi program pemberdayaan bagi petani kopi melalui model CIPP untuk mengetahui seberapa jauh upaya pemberdayaan dilaksanakan dan dirasakan manfaatnya khususnya bagi petani kopi di Desa Muncar, Kecamatan Gemawang, Kabupaten Temanggung. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode analisis data model Creswell. Hasil penelitian menunjukan bahwa pemberdayaan petani kopi di Desa Muncar dilakukan melalui kolaborasi stakehoders. Evaluasi pemberdayaan petani kopi dilakukan secara komprehensif dari hulu hingga hilir dimulai dari proses bertani budidaya, proses pasca panen, dan proses pemasaran. Secara keseluruhan adanya pemberdayaan di Desa Muncar bagi petani kopi telah mampu meningkatkan kesejahteraan petani sehingga terjadi peningkatan pada sumber ekonomi pendapatan keluarga.

Abstract

Political participation refers to the active involvement of individuals or groups in political activities, such as electing state leaders and influencing government policies. This study focuses on the participation of voters in regional head elections, specifically those who cast their votes incorrectly. The form of political participation under scrutiny is community involvement in general elections. The objective of this research is to examine the nature of community participation in general elections in the city of Malang, Indonesia. This study employs a qualitative descriptive approach, utilizing interview techniques to gather data. It also adopts a case study method to provide an in-depth analysis of the specific instances of political participation in Malang. The research process involved qualitative analysis of data sourced from various libraries. Data and library sources were accessed using online search tools such as Mendeley, Zotero, Publish or Perish, and Google Scholar. These platforms provided access to a wide range of journals, including those on the Scopus platform, ScienceDirect, and other supporting journals. The findings of this research indicate that the model of political participation employed in Malang is of a conventional nature. There has been a noticeable increase in voter turnout in general elections in the city, suggesting a growing level of political engagement among the community. In conclusion, this study provides valuable insights into the nature and extent of political participation in the city of Malang, highlighting the importance of community involvement in shaping the political landscape. It underscores the need for further research to understand the factors influencing voter behavior and to develop strategies to enhance political participation.

Abstract

This study aims to determine, describe and analyze the Healthy Cities Program in the perspective of collaborative governance in Batu City. This type of research is a descriptive study with a qualitative approach. The theory used is governance, collaborative governance, sustainable development and Healthy City. Data analysis techniques using the Spradley model which includes domain analysis, taxonomic analysis, componventional analysis, and cultural theme analysis. The results showed that the Healthy Cities Program implemented by the Batu City Government had been running well, seen from the collaborative governance model indicators put forward by Ansell and Gash covering the collaborative process consisting of meeting face to face, building trust, the process of achieving commitment, understanding for joint decisions and interim results. Furthermore, the initial conditions consist of resource imbalances, incentives to participate, and background history. Next the institutional design consists of stakeholders involved, ground rules, and transparency. Then facilitative leadership includes broad influence and control, facilitation of productive groups, and expanding relationships or networks. Collaboration between stakeholders during the implementation of the Healthy Cities Program starts from the planning stage, the implementation of activities to the evaluation of the program. Stakeholders involved in the Healthy Cities Program from the government include the Health Service, the Environmental Service, the Tourism Service, the Food Security Service, and the Bappelitbangda. Next stakeholders include the community (FKBS, forkom, and working group) while the private sector is represented by the manager of the Selecta tourism object and the Batu Flower Garden (BFG). The Healthy Cities Program implemented by the Batu City Government consists of four arrangements, namely, an independent healthy community order, a healthy tourism order, a food and nutrition security order, and a healthy infrastructure and infrastructure settlement arrangement. Batu City Government continues to develop the Healthy Cities Program to improve the health, comfort and welfare of the community.

Abstract

This research is based on the many incidents in Malang City related to flood disasters. Many of these incidents are caused by puddles or runoff of rainwater, which is not channeled properly through drainage channels due to the inability of drainage to accommodate the volume of rainwater and the lack of development of the RTH (Green Open Space). For this reason, the Malang City Government has made regulations regarding implementing disaster management in Malang City Local Regulation Number 1 of 2017. This research aims to describe and analyze the implementation of policies to prevent floods and waterlogging based on disaster risk management in Malang City. This research uses descriptive research with a qualitative approach. This research focuses on policy implementation to prevent floods and waterlogging based on disaster risk management in Malang City using the Edward III policy implementation model. Data sources are primary data sources and secondary data sources. Data collection techniques include interviews, observation, and documentation. Test the validity of the data using triangulation techniques. This research indicates that implementing flood and waterlogging disaster prevention policies has not been fully implemented properly. It has been implemented well when viewed from several aspects, such as communication, disposition, and bureaucratic structure. However, if seen from the aspect of resources, especially facility resources, they are still inadequate and not ideal for the two agencies involved. It can be concluded that this policy is still not successful, and there is a need for evaluation regarding this policy.

Abstract

Tourism can empower communities by providing opportunities for increased income, and skill and participation development. The purpose of this paper is to describe empowerment strategies and model that can be adopted to encourage the performance of the tourism sector. This also applies to indigenous peoples and local communities in Papua. This strategy can be realized through four steps: First, socializing the role of the community as a subject, both as the main actor and/or taking part with active participation. Second, utilizing a more democratic development implementation mechanism through the principles of governance and community participation. Third, mobilizing human resources. Finally, maximizing the role of the government in facilitating, regulating and providing assistance to ensure a conducive and sustainable tourism business and investment climate.

Abstract

Libraries face new challenges amidst social change, digital developments, and increasing disparities in access to information. In this context, there is an urgent need to reposition the role of libraries—not merely as information centers but as agents of empowerment and social transformation. This article aims to examine the significance of implementing the concept of transformative libraries and to formulate the strategic role of librarians in supporting this process. This study employed a qualitative approach using a case study design involving field observations, the CIPP (Context, Input, Process, Product) evaluation model, and a systematic literature review to enrich the analysis. The findings indicated that libraries had great potential to foster local knowledge production, strengthen community literacy movements, and support the democratization of information access. Community participation in managing library services has emerged as a key element in revitalizing libraries as community-based institutions. Challenges such as the digital divide, limited information literacy, and inadequate technological infrastructure emphasized the urgency of redefining the role of libraries. Conversely, librarians were also expected to transform into transformative intellectuals who functioned as facilitators of learning and drivers of social change. This study also developed a model of librarian information behavior that could serve as a reference for professional development in Indonesia. These findings highlight the vital role of transformative libraries as democratic spaces that encourage active community engagement in the lifelong learning process.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi program Kota Layak Anak (KLA) di Kota Malang melalui pendekatan Collaborative Governance berdasarkan model yang dikembangkan oleh Ansell dan Gash. KLA merupakan strategi pembangunan yang berorientasi pada pemenuhan hak anak secara terencana, menyeluruh, dan berkelanjutan, dengan melibatkan berbagai pemangku kepentingan, antara lain pemerintah, masyarakat, media massa, dan sektor swasta. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa kolaborasi telah terbangun melalui lima unsur utama, yaitu dialog tatap muka, pembangunan kepercayaan, komitmen terhadap proses, pemahaman bersama, serta pencapaian sementara. Meskipun Kota Malang telah memperoleh predikat KLA kategori Nindya, tantangan berupa ketimpangan partisipasi dan pemahaman masih ditemukan.
