Government bestows authority to regional governments to provide protection for victims of gender-based violence and children as regulated in Article 9 and Attachment of Law Number 23 of 2014 concerning Regional Government. In order to carry out this authority, the Purbalingga Regency Government established Purbalingga Regency Regional Regulation No. 2 of 2017 concerning Protection of Victims of Gender-Based Violence and Children in Purbalingga Regency. This Regional Regulation regulates the implementation of Gender-based Violence Victims Protection and child protection through prevention and protection efforts, namely complaint services, legal aid services, repatriation and social integration services, social rehabilitation and community participation established by service centers and integrated service center units at the sub-district level. The integrated service center and the sub-district integrated service center unit obey to carry out the tasks as stipulated in Article 9 and Article 19 of the Purbalingga Regency Number 2 of 2017 concerning the implementation of the Protection of Gender-Based Violence and Children, although not optimally because it has not been supported by sufficient budget and infrastructure, law enforcers who do not have a gender perspective, there is still a lack of socialization to the community regarding the regulation. On the other hand,patriarchal culture is deeply rooted in society.
