So that when a problem occurs that concerns the interests of consumer rights, it cannot be separated from the involvement of entrepreneurs who produce goods or service providers. Legal experts conclude that consumers are defined as parties who use or use the final production of goods and services (uiteindelijke gebruiker van goederen en diensten).
