The purpose of this research is to find out how transparent the village head is in carrying out Hilisoromi village programs, Toma District, South Nias Regency. The location of this research was carried out in Hilisoromi Village, Toma District, South Nias Regency with a population of 700 people, consisting of 320 men and 380 women. This research uses a type of qualitative research with a descriptive approach. The data collection techniques used in this study are (1) observation; (2) interviews; and (3) documentation. The data analysis techniques used are (1) data reduction; (2) data presentation; (3) conclusion and verification; (4) final conclusion. The results of this study indicate that (1) the transparency of the village government in carrying out programs in Hilisoromi Village, Toma District, South Nias Regency can be categorized as low. The village head's leadership style system, especially Hilisoromi Village, has a leadership type with a paternal nature, which is a leader who considers his subordinates as immature humans; (2) the programs of Hilisoromi Village, Toma District, were not carried out and were not implemented properly. Village programs implemented by village leaders, especially Hilisoromi village, have not been achieved effectively and efficiently.
