<![CDATA[AbstrakPenelitian ini bertujuan untuk mendeskripsikan bagaimana tingkat kepatuhan hukum siswa SMA Kartika IV-3 Surabaya terhadap etika berlalu lintas menurut Undang-Undang Nomor 22 Tahun 2009. Penelitian ini merupakan penelitian kuantitatif deskriptif. Sampel dalam penelitian ini diambil secara stratifilied random sampling yakni sebesar 85 siswa. Teknik pengumpulan data dilakukan melalui angket dan dokumentasi. Teknik analisis yang digunakan dalam penelitian ini adalah analisis deskriptif persentase. Hasil penelitian menunjukkan tingkat kepatuhan hukum siswa SMA Kartika IV-3 Surabaya terhadap etika berlalu lintas menurut Undang-Undang Nomor 22 Tahun 2009 masuk dalam kategori cukup patuh. Namun, kualitas tingkat kepatuhan terhadap hukum masih dalam taraf compliance atau menghindari sanksi atau hukuman. Maka, efektivitas berlakunya suatu aturan hukum atau perundang-undangan dalam hal ini Undang-Undang Nomor 22 Tahun 2009 masih rendah. Hasil angket yang disebarkan pada siswa diketahui bahwa ada tiga faktor yang melatarbelakangi siswa mematuhi hukum yakni (1) adanya rasa takut terhadap sanksi dan tindakan petugas kepolisian bila ia melanggar peraturan, (2) adanya kesadaran dari diri sendiri bahwa menaati peraturan lalu lintas sangat penting untuk keselamatan diri sendiri maupun orang lain, dan (3) adanya sikap saling menghargai dan menghormati antar pengguna jalan. Selain itu diketahui juga ada beberapa faktor yang menyebabkan siswa tidak patuh pada hukum yakni terburu-buru, keadaan (mendesak atau darurat dan terpaksa), dan faktor lupa.Kata Kunci : Kepatuhan Hukum, Etika Berlalu lintas, dan Undang- Undang Nomor 22 Tahun 2009AbstractThis study aims to describe how the level of compliance of the law of school students Kartika IV-3Surabaya of the traffic ethics according to Law No. 22 of 2009. The results showed high levels of compliance of the law students Kartika IV-3 Surabaya of the traffic ethics according to Law No. 22 of 2009 in the category of pretty obedient. However, the quality level of compliance with the law is still in the stage of compliance or avoiding sanctions or penalties. Thus, the effectiveness of a rule of law or enactment of legislation in this regard the Act No. 22 of 2009 is still low. The results of a questionnaire distributed to the students aware that there are three factors behind students comply with the law (1) the fear of sanctions and actions of police officers when he was breaking the rules, (2) an awareness of themselves that obeying traffic rules is very important for safety of themselves or others, and (3) the existence of mutual appreciation and respect between road users.
