Problems during disaster mitigation are also a challenge in itself because the paradigm of disaster is now shifting from what was previously limited to emergency response, now it is focused on reducing risk. However, in reality disaster mitigation still faces many obstacles in the field, so that the expected organizational goals are sometimes not in accordance with the results. The aim of this study was to analyze the effectiveness of the Regional Disaster Management Agency (BPBD) of Magelang Regency in mitigating the eruption of Mount Merapi in Magelang Regency and to find out the factors that influence effectiveness. The method used in this research is descriptive qualitative. The results of the study showed that the BPBD of Magelang Regency can be said to be effective but needs to be improved. There are factors that influence organizational effectiveness, namely driving factors and inhibiting factors. The driving factors are the distribution of authority, giving motivation, improving the quality of employees, and the SOP used. As for the inhibiting factors, namely the lack of staff and equipment and the lack of public awareness in terms of disaster mitigation, especially teenagers.
