The Mandalika SEZ empowerment program is a government effort to accelerate development around the Mandalika area. This research focuses on empowerment in the Mandalika tourism SEZ zone. Problems that arise in the tourism SEZ empowerment program include land disputes, land acquisition, and the sustainability of empowerment. This research uses descriptive-qualitative research methods. Primary data sources are interview results and secondary data sources are documents—data analysis techniques using data analysis Miles and Huberman (2014). The results showed that from the enabling aspect, empowerment in the sense of improving the climate that allows the community to develop has not yet happened. Then from the empowering aspect, the government (central and local) and the private sector have implemented concrete steps, accommodated various inputs and provided the necessary facilities and infrastructure. Then from the aspect of protecting in maintaining the Sustainability of the implementation of empowerment is also not going well, because the concept of empowerment carried out by all parties is a project concept, not sustainability
