Nomadic Tourism di Desa Canggu: Sebuah Momentum Menuju Deliberasi Kebijakn Pariwisata di Bali

Abstract

Abstrak Kebijakan pariwisata di Bali secara historis sangat bersifat state centered administration model. Sejak era pemerintah orde Baru model kebijakan yang dibangun tidak memberi ruang besar bagi keterlibatan masyarakat Bali secara utuh. Era reformasi seharusnya mampu mengubah hal itu semua. Desa Canggu melalui keberadaan nomadic touris-nya telah memberi warna yang berbeda dalam membangun model kebijakan pariwisata di Bali yang lebih bernuansa community centered model. Meski belum sepenuhnya kebijakan bersifat community centered model tetapi paling tidak fenomena turisme yang terjadi di desa Canggu dengan kebijakan pemerintah desanya telah memberi indikasi adanya pola-pola deliberasi kebijakan publik yang lebih baik pada masa kini dan masa depan. Kata Kunci: Kebijakan, pariwisata, deliberasi, Canggu  Abstract Tourism policy in Bali has historically been a state centered administration model. Since the New Order government era, the policy model that was built did not provide a large space for the involvement of the Balinese people as a whole. The reformation era in Indonesia should be able to change all of that. Canggu Village through the presence of nomadic tourists has given a different color in building a tourism policy model in Bali that is more nuanced in the community centered model. Although the policy is not yet fully community centered model, at least the tourism phenomenon that occurs in Canggu village with the village government's policy has given indications of better public policy deliberation patterns in the present and the future. Keywords: Policy, Tourism, Deliberation, Canggu
