<![CDATA[Education is an essential public policy mandated by the 1945 Constitution; Article 3 states that every citizen has the right to education. The Malang City Government stipulates free education rules concerning setting education costs in Malang Mayor Regulation Number 50 2013. The purpose of this study is to describe the implementation of public policy and its supporting and inhibiting factors. The type of research used is descriptive qualitative with informants from all parties related to the free education policy in Malang City. This study's data collection techniques were documentation, observation, and interviews. The free education policy is analyzed using Grindle's implementation model and Edward III's implementation model. The findings in the field show that implementing free education policies in Malang City requires a new scheme. The new scheme will provide a sense of fairness for students with middle to lower economic backgrounds and upper middle class.]]>
