PEMANFAATAN FASILITAS KEMUDAHAN IMPOR TUJUAN EKSPOR (KITE) UNTUK MENINGKATKAN EKSPOR DALAM NEGERI (STUDI PADA KANTOR WILAYAH DIREKTORAT JENDERAL BEA CUKAI JATIM I, SIDOARJO)

Government effort to raise export activity in state depends on society role in joining to push in state export. Government policy become deciding factor of in state market expansion, the nature of policy that is taken becoming a special attention to industrialist in the country in order to decide which policy that they will take in import and export activity. This research aims to know the process in usage of ease to import for export destination in Kanwil DJBC Jatim I sidoarjo and the raise of finished goods in Jawa Timur. This research use a descriptive research with qualitative methods. The focuses on this research are the process of the facility, the raise number of industry who use this facility, control and usage of KITE facility, and the growth in export before and after KITE facility (PMK 176 & PMK 177). Research result shows that are some obstacle in use of KITE facility. Such as, some of the companies who has already use KITE facility has to been revoked form the facility because they are not able to qualify the terms in PMK 176 & PMK 177. Keywords: Export Raise, Government Policy, KITE Facility ABSTRAK Upaya pemerintah dalam meningkatkan kegiatan ekspor dalam negeri bergantung terhadap peran masyarakat dalam ikut andil untuk mendorong ekspor dalam negeri. Sifat kebijakan yang diambil menjadi perhatian khusus bagi para pengusaha dalam negeri menentukan kebijakan perusahaanya dibidang ekspor dan impor. Penelitian ini bertujuan untuk mengetahui proses pemanfaatan fasilitas kemudahan impor tujuan ekspor (KITE) di Kanwil DJBC Jatim I Sidoarjo dan peningkatan ekspor barang jadi di Jawa Timur. Penelitian ini menggunakan penelitian deskriptif dengan metode kualitatif. Fokus penelitian ini ialah proses pemanfaatan fasilitas KITE, peningkatan jumlah perusahaan yang menggunakan fasilitas KITE, pengawasan dan pemanfaatan fasilitas KITE dan perbandingan ekspor sebelum dan sesudah fasilitas KITE (PMK 176 & PMK 177). Hasil penelitian menunjukan terdapat beberapa kendala dalam pemanfaatan fasilitas KITE. Diantaranya, ialah beberapa perusahaan yang sudah memanfaatkan fasilitas KITE sebelumnya harus dicabut karena tidak dapat memenuhi persyaratan dalam PMK 176 & PMK 177.
