Abstrac Skripsi ini berjudul Implementasi Pasal 48 Peraturan Daerah Kabupaten Sambas Nomor 5 Tahun 2018 Tentang Badan Permusyawaratan Desa (Studi di Desa Berlimang Kecamatan Teluk Keramat Kabupaten Sambas). Masalah dalam penelitian ini adalah mengapa pengawasan Badan Permusyawaratan Desa menurut ketentuan Pasal 48 Peraturan Daerah Kabupaten Sambas Nomor 5 Tahun 2018 tentang Badan Permusyawaratan Desa di Desa Berlimang Kecamatan Teluk Keramat Kabupaten Sambas belum terlaksana secara efektif (Studi Di Berlimang Kecamatan Teluk Keramat Kabupaten Sambas)”. Tujuan penelitian ini untuk mengetahui dan menganalisis instrumen pengawasan Badan Permusyawaratan Desa terhadap kinerja kepala desa serta untuk mengetahui dan menganalisis kendala - kendala yang mempengaruhi  proses pelaksanaan pengawasan terhadap kinerja kepala desa di Desa Berlimang. Setelah data penelitian yang diperlukan terkumpul, dikelompokan berdasarkan jenis dan sumbernya kemudian dianalisa secara deskriptif, yaitu bertujuan menggambarkan secara tepat sifat-sifat suatu individu, keadaan, gejala atau kelompok tertentu atau untuk menentukan penyebaran suatu gejala atau untuk menentukan ada tidaknya hubungan antara suatu gejala dengan gejala lain dalam masyarakat. Adapun yang menjadi sampel dalam penelitian ini adalah ketua BPD, Kepala Desa, Camat Teluk Keramat,Kepala Dusun, Lembaga Kemasyarakatan Desa, dan Ketua Karang Taruna Desa Berlimang.Berdasarkan hasil penelitian diperoleh bahwa pelaksanaan pengawasan kinerja kepala desa oleh BPD, di Desa Berlimang masih belum terlaksana dengan efektif. Faktor yang menjadi penghambat kinerja BPD karena kurangnya pengetahuan tentang tugas dan fungsi dari anggota BPD, kurangnya koordinasi, kurangnya sarana dan prasarana, kurangnya partisipasi  dari masyarakat, serta tidak adanya instrument dan kriteria penilaian kinerja kepala desa oleh BPD. Untuk lebih meningkatkan kinerja dari BPD sebaiknya kepala desa  dan  BPD bersinergi menjalin hubungan yang harmonis dan selalu  melakukan koordinasi dalam menjalankan tugas msing-masing untuk kepentingan masyarakat, angota  BPD juga harus meningkatkan kapasitas diri dan pengetahuan tentang tugas dan fungsinya serta harus lebih menggencarkan lagi sosialisasi kepada masyarakat agar masyarakat mengetahui tugas dan fungsi dari BPD.Kata kunci : Pengawasan, Tugas dan Fungsi, BPD, Kinerja Kepala Desa. Abstrak This thesis is entitled Implementation of Article 48 of the Regional Regulation of Sambas Regency Number 5 of 2018 concerning the Village Consultative Body (Study in Berlimang Village, Teluk Keramat District, Sambas Regency). The problem in this study is why the supervision of the Village Consultative Body according to the provisions of Article 48 of the Sambas Regency Regional Regulation Number 5 of 2018 concerning the Village Consultative Body in Berlimang Village, Teluk Keramat District, Sambas Regency has not been implemented effectively (Study in Berlimang, Teluk Keramat District, Sambas Regency). The purpose of this study was to identify and analyze the monitoring instrument of the Village Consultative Body on the performance of the village head as well as to identify and analyze the constraints that affect the process of implementing the supervision on the performance of the village head in Berlimang Village. After the necessary research data has been collected, grouped by type and source then analyzed descriptively, which aims to accurately describe the characteristics of an individual, condition, symptom or particular group or to determine the spread of a symptom or to determine whether there is a relationship between a symptom and a symptom. other phenomena in society. The samples in this study were the head of the BPD, the village head, the sub-district head of Teluk Keramat, the head of the hamlet, the village community institution, and the chairman of the youth organization in Berlimang village.Based on the results of the study, it was found that the implementation of monitoring the performance of the village head by the BPD, in Berlimang Village was still not implemented effectively. Factors that hinder BPD performance are due to lack of knowledge about the duties and functions of BPD members, lack of coordination, lack of facilities and infrastructure, lack of participation from the community, and the absence of instruments and criteria for assessing the performance of village heads by the BPD. To further improve the performance of the BPD, it is better if the village head and BPD synergize to establish a harmonious relationship and always coordinate in carrying out their respective duties for the benefit of the community, BPD members must also increase their capacity and knowledge about their duties and functions and must intensify socialization to the community. the community so that the public knows the duties and functions of the BPD.Keywords : Supervision, Duties and Functions, BPD, Village Head Performance.
