This research aims to analyze the obstacles and obstacles that cause the implementation of the policy of Law Number 41 of 2014 article 18 paragraph 4 concerning the Prohibition of the Slaughter of Productive Female Livestock Animals in Lebak Regency, Banten, as well as analyzing what strategies are being implemented so that the implementation of this policy can run smoothly. Optimal. This research uses a mix method by combining quantitative and qualitative methods for the basis of analysis. The population for this study was taken from the Lebak Livestock and Animal Health Service with a total of 51 respondents taken through purposive sampling and 6 key informants. The results of the research show that: 1) the variable size and policy objectives have a positive and significant effect on the implementation variable of the policy prohibiting the slaughter of productive female livestock with a Partial T Test value of 0.016 < 0.05, 2) the resource variable has a positive and significant effect on the variable implementation of the policy prohibiting the slaughter of productive female livestock with a Partial T Test value of 0.009 < 0.05, 3) the characteristic variable of the implementing agent has a positive and significant effect on the implementation of the policy prohibiting the slaughter of productive female livestock with a Partial T Test value of 0.029 < 0.05, 4) the attitude variable of the implementers has a positive and significant effect on the implementation of the policy prohibiting the slaughter of productive female livestock with a Partial T Test of 0.041 < 0.05, 5) the variable of communication between organizations and the activities of implementers has a positive and significant effect on the implementation of the policy prohibiting the slaughter of animals productive female livestock 0.010 < 0.05, 6) economic, social and political environmental variables have a positive and significant effect on the implementation variable of the policy prohibiting the slaughter of productive female livestock 0.009 < 0.05.
