Implementasi Pelimpahan Kewenangan Bupati Kepada Camat Dalam Pembangunan Infrastruktur Melalui Pemanfaatan Program Pagu Indikatif Wilayah Kecamatan (PIWK) Di Kabupaten Sidoarjo

Decent road infrastructure is one of the public facilities that need to be provided by the local government to the society. However, many roads in Sidoarjo are damaged and society often complain. The Sidoarjo Regency Government in 2021 is taking a innovation by utilizing the indicative budget allocations (PIWK) focusing on overcoming the widespread damaged roads. The program is delegating some of the Regent’s authority to the sub-district head as the executor. However, the implementation of the program hasn’t run as expected. This descriptive qualitative research aims to describe the policy implementation process. Four aspect in Edward III theory name bureaucratic structure, resources, disposition and comunication are used to guide understanding the implementation process. Data were collected from in-depth interviews with officials at the Sidoarjo Regency Government, DPRD and the sub-district head as the implementor. As a result, the bureaucratic structure is still not optimal due to the regulatory problems and, furthermore, the aspect of resources is also not maximized due to the limited number and capacity of human resources in the districts. Abstrak Infrastruktur jalan yang layak menjadi salah satu fasilitas publik yang perlu disediakan oleh Pemerintah Daerah kepada masyarakat. Namun, kondisi jalan di Sidoarjo banyak yang rusak dan kerap dikeluhkan warga. Pemkab Sidoarjo pada tahun 2021 berinovasi dengan memanfaatkan program anggaran Pagu Indikatif Wilayah Kecamatan (PIWK) untuk mengatasi jalan rusak. Program tersebut merupakan pendelegasian sebagian kewenangan Bupati kepada camat selaku pelaksana. Tetapi, implementasi program tersebut belum berjalan sesuai yang diharapkan. Penelitian kualitatif deskriptif ini bertujuan untuk mendesripsikan proses implementasi kebijakan tersebut. Empat aspek dalam teori Edward III yakni struktur birokrasi, sumber daya, disposisi dan komunikasi digunakan untuk memandu dalam memahami proses implementasi tersebut. Data dikumpulkan dari wawancara mendalam dengan pejabat di Pemkab Sidoarjo, DPRD dan camat selaku implementor. Hasilnya, struktur birokrasi masih belum optimal karena masalah regulasi dan aspek sumber daya juga belum maksimal karena keterbatasan jumlah dan kapasitas sumber daya manusia di kecamatan.
