<![CDATA[ABSTRAK. Dengan dicabutnya UU No. 22/1999 tentang Pemerintahan Daerah, yang digantikan dengan UU No. 32/2004 tentang Pemerintahan Daerah, kemudian diganti lagi dengan UU No. 23/2014 tentang Pemerintahan Daerah, menimbulkan implikasi pada pergantian PP No. 25/2000 tentang Kewenangan Pemerintah dan Kewenangan Pemerintah Propinsi sebagai Daerah Otonom, yang digantikan oleh PP No. 38/2007 tentang Pembagian Urusan Pemerintahan antara Pemerintah, Pemerintahan Daerah Provinsi, dan Pemerintahan Daerah Kabupaten/Kota. Berkaitan dengan kewenangan pemerintahan, khusus untuk Aceh dibentuk satu peraturan pemerintah tersendiri, yaitu PP No. 3/2015 tentang Kewenangan Pemerintah yang Bersifat Nasional di Aceh. UU Pemerintahan Aceh diakomodir baik paham pembagian kewenangan maupun paham pembagian urusan. Padahal antara pembagian kewenangan dan pembagian urusan terdapat perbedaan yang mendasar.
