Non-communicable diseases are a public health problem that causes disease, causes disability and high mortality rates and burdens the financing of health services and countermeasures are being carried out. Almost of deaths worldwide being non-communicable diseases (NCDs). The existing health financing system in Indonesia, especially in the field of primary health services, presents several obstacles in the effective management of NCDs during the pandemic. For Disease Control and Environmental Health, we invite people to be able to lead a healthy youth and a happy old age without Non-Communicable Diseases (NCDs) with "CERDIK" behavior. Based on the background of the writing, the aim of this research is to find out the financing of PTM in Selma during the Covid period. In this writing, a Literature Review approach is implemented as a method. Literature review is a technique for collecting references that have been previously investigated, including theories and findings related to a phenomenon. These references are then analyzed after reading to serve as a basis for writing. Data sources were obtained through journals or articles from various platforms such as Google Scholar, Scholar, Academia.edu, and the Directory of Open Access Journals (DOAJ). The purpose of this literature review is to be able to understand and compare the results of research that has previously been carried out in the same field. In this writing, the author also conducted an analysis study of the financing system for non-communicable diseases in Indonesia during the Covid-19
