<![CDATA[Wargaku application developed by the Surabaya City Government is an electronic-based application that is the result of the SPBE policy. Surabaya City, through the city government, received an award at the Digital Governance Award for the implementation of SPBE. Wargaku application is highly popular among the public, as evidenced by the numerous complaints received. However, there are still negative comments from the community regarding the implementation of the Wargaku application. The purpose of this research is to assess the success of the implementation of the Electronic-Based Government System (SPBE) in the Wargaku application in Surabaya City. This research uses a descriptive qualitative research method, with data collection techniques such as observation, interviews, and documentation. The research findings indicate that: 1) The effectiveness of the Wargaku application has achieved the goals of the SPBE policy. 2) The efficiency of the SPBE policy in the Wargaku application is good. 3) The adequacy of the Wargaku application in achieving the goals of the SPBE policy is good, although some improvements are still needed. 4) Equality still needs to be considered in terms of the conducted socialization efforts. 5) Responsiveness: the public believes that the Wargaku application meets their needs and is satisfactory. 6) Accuracy: the Wargaku application is appropriate for achieving the goals of the SPBE policy.]]>
