However, the Regional Government has limitations in providing education and training for the community so it is necessary to establish cooperation. In developing the quality of human resources, the Subang Regional Government collaborates with universities. This is also in line with LLDIKTI region IV as the manager of higher education institutions in the West Java region. The aim of this research is to explain the role of cooperation between the Regional Government and Universities in developing the quality of human resources in Subang. The research method used is descriptive qualitative research. This research focuses on the role of cooperation between the Regional Government and Universities in developing the quality of human resources in Subang. The data sources used are primary and secondary data. Data collection techniques through observation, interviews and documentation. Data analysis techniques include data collection, data reduction, data presentation, and drawing conclusions. The research results show that the Subang Regency Government together with LLDIKTI Region IV have carried out their roles according to existing theory. This is proven through several indicators of the role of cooperation as stabilizers, innovators, modernizers and pioneers through facilitating cooperation in implementing the Tridharma of Higher Education which helps create human resources who are skilled, competitive and able to keep up with technological developments
