Abstract

The existence of poverty conditions results in inequality in the quality of life such as inadequate nutrition, equitable distribution of health, education and lack of comfort in the places they live in. Uninhabitable houses are those that do not meet the requirements and standards. So, the Gresik Regency Government made a policy in the form of an innovation of the Uninhabitable House Data Collection Program Information System (SIGAP-RTLH) which is an information system for the RTLH Data Collection Program based on the web so that it is able to see the distance and time of data collection as well as updating the data up to date. locus in Gresik Regency. The research process is by collecting secondary data through observation, research results that have been published in indexed journals, credible census data and mass media reports that have valid credibility, such as the official website of the Kemenpan-RB, DJPB Ministry of Finance, Housing and Settlement Areas. The innovation of SIGAP-RTLH includes how to collect data, how to submit and product data collection for RTLH which can be accessed through a website that can be accessed anywhere at any time at http://sigaprtlh.gresikkab.go.id/index.php/login. The data product resulting from the SIGAP-RTLH update can be accessed as data collection material at the relevant government agencies as a way to facilitate data collection and follow-up to facilitate the handling of RTLH in the issuance of Building Construction Permits. Another benefit is to produce complete, valid, disaggregated, centralized, identified, integrated, uptodate, and accountable data collections. Policy Innovation The SIGAP-RTLH program is easy to implement or redesign for other agencies by developing services using the concept of an information system and has been proven to be accurate and precise and effective because it has received an innovation award at the national level.

Abstract

Nomor Induk Berusaha (NIB) merupakan legalitas usaha mendasar bagi UMKM. Fakta di lapangan menunjukkan bahwa kebanyakan pelaku UMKM belum memiliki NIB, termasuk di daerah Kelurahan Gebang Putih. kegiatan pengabdian masyarakat ini adalah untuk meningkatkan pengetahuan mengenai pentingnya perizinan dan legalitas usaha yang salah satunya pembuatan NIB, serta untuk menambah pemahaman mengenai cara membuat NIB. Metode yang digunakan terdapat tiga tahapan, yakni observasi, penyuluhan, dan pendampingan pembuatan NIB. Kegiatan pendampingan dilaksanakan selama tiga hari pada tanggal 10 Mei 2023 sampai 12 Mei 2023 yang berlokasi di Kelurahan Gebang Putih dan di Balai RW 04 Kejawan Gebang. Kegiatan pendampingan tersebut dilaksanakan oleh tim pengabdian yang berjumlah 10 orang mahasiswa UPN Veteran Jawa Timur. Kegiatan pendampingan diikuti oleh 20 pelaku UMKM. Dari hasil kegiatan tersebut, 20 pelaku UMKM telah memiliki NIB sehingga berdampak pada penguatan usaha pelaku UMKM tersebut karena usahanya dianggap telah terdaftar pada pemerintah dan menambah kepercayaan pelanggan karena dianggap sebagai usaha yang legal.

Abstract

The city of Surabaya, as the capital of East Java province, still faces unresolved poverty issues. According to data from the National Socio-Economic Survey, Surabaya experienced the highest growth in uninhabitable houses between 2016 and 2020, reaching 27.11 percent. The Surabaya City Government, as an autonomous region with rights and obligations, demonstrates its commitment to meeting the basic needs of its residents through a housing program known as the Uninhabitable House Program or ‘Dandan Omah.’ In Bulak Banteng Subdistrict, where inadequate housing conditions persist, 24 households received assistance through the home improvement program in 2023. This research applies Richard Matland’s theory, which includes four indicators of policy implementation: policy accuracy, implementation accuracy, target accuracy, and environmental accuracy. The first indicator suggests that this policy effectively improves the welfare of Bulak Banteng residents by providing habitable homes. However, implementation accuracy remains a challenge, as it does not fully align with established regulations and guidelines, particularly in document processing. Despite this, the chosen intervention targets match the plan and avoid overlap with other programs, representing an enhancement over previous policies. Additionally, the policy environment involves interactions between the Surabaya City Public Housing and Settlement Area, the Defense Department (DPRKPP), the Bulak Banteng Subdistrict, and the Bulak Banteng Home Repair Technical Group (KTPR). External factors, including public perceptions, also influence the policy’s effectiveness.

Abstract

Surabaya menjadi kota terbesar nomor 2 di Indonesia dengan jumlah penduduk terbanyak, hal ini tak membuat Pemerintah Kota Surabaya diam, melainkan terus melakukan terobosan, termasuk dalam pemenuhan hak anak disabilitas sehingga Kota Surabaya berhasil unggul dari kota lain dengan dinobatkan menjadi Kota Layak Anak Tingkat Utama selama lima tahun berturut-turut. Pemerintah Kota Surabaya meresmikan rumah atau tempat belajar bagi anak-anak Penyandang Disabilitas di Kota Surabaya yaitu yang bernama “Rumah Anak Prestasi” pada bulan September tahun 2022 sebagai bentuk pemenuhan hak-hak yang tertera pada Undang-Undang Nomor 8 Tahun 2016. Rumah Anak Prestasi (RAP) merupakan harapan pemerintah Kota Surabaya kepada anak disabilitas agar dapat mengasah dan mengembangkan bakat yang mereka miliki dan membuat diri mereka menjadi ber-value, baik menghasilkan karya yang dapat bernilai jual, maupun dapat kembali ke lingkungan masyarakat dengan rasa percaya diri. Metode yang digunakan dalam penelitian ini yaitu kualitatif deskriptif. Fokus dalam penelitian ini adalah untuk melihat, mendeskripsikan, dan mengetahui Manajemen Strategi Rumah Anak Prestasi Nginden Dalam Mendukung Penyandang Disabilitas Di Kota Surabaya berdasarkan teori Manajemen Strategi dari Fred R. David (2016) yang terdapat 3 fokus dalam melihat manajemen strategi yaitu perumusan strategi, implementasi strategi, dan evaluasi strategi. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu wawancara kepada informan, observasi secara langsung dilapangan, serta dokumentasi.Dalam pelaksanaanya, Rumah Anak Prestasi memiliki intsruktur yang handal bagi anak-anak untuk mengembangkan kreativitas mereka sehingga diharapkan nantinya mampu bersaing di lingkungan masyarakat. Pelayanan dan pembinaan yang dilakukan juga sesuai dengan visi misi serta maklumat pelayanan yang ada.Kendala dalam melakukan pembinaan pada anak disabilitas yaitu tidak sebandingnya kuantitas instruktur dengan kuantitas anak disabilitas yang belajar disana.Evaluasi perlu dilakukan agar jumlah instruktur dapat ditambahkan dan kegiatan pembinaan menjadi lebih efektif.

government. This cannot be separated from the role of the Subang Regional Government. However, the Regional Government has limitations in providing education and training for the community so it is necessary to establish cooperation. In developing the quality of human resources, the Subang Regional Government collaborates with universities. This is also in line with LLDIKTI region IV as the manager of higher education institutions in the West Java region. The aim of this research is to explain the role of cooperation between the Regional Government and Universities in developing the quality of human resources in Subang. The research method used is descriptive qualitative research. This research focuses on the role of cooperation between the Regional Government and Universities in developing the quality of human resources in Subang. The data sources used are primary and secondary data. Data collection techniques through observation, interviews and documentation. Data analysis techniques include data collection, data reduction, data presentation, and drawing conclusions. The research results show that the Subang Regency Government together with LLDIKTI Region IV have carried out their roles according to existing theory. This is proven through several indicators of the role of cooperation as stabilizers, innovators, modernizers and pioneers through facilitating cooperation in implementing the Tridharma of Higher Education which helps create human resources who are skilled, competitive and able to keep up with technological developments

Abstract

Usaha Mikro, Kecil dan Menengah (UMKM) di Desa Mlorah mempunyai peranan yang sangat penting dalam perekonomian di Kabupaten Nganjuk. Pemantauan UMKM dilakukan pihak desa melalui grup WhatsApp UMKM, namun belum dapat memberikan pengetahuan tentang legalitas Nomor Induk Berusaha (NIB) yang dapat diakses secara online pada sistem Online Single Submission (OSS). Tujuan pengabdian masyarakat ini untuk memberikan pengetahuan tentang keberadaan NIB, serta membantu mendampingi kepengurusan NIB secara online melalui sistem OSS kepada UMKM. Pendekatan dalam penelitian ini adalah kualitatif deskriptif, dengan menggunakan sumber data yang digunakan dalam penelitian yakni data primer dan sekunder. Pelaksanaan pendampingan dilakukan melalui 7 tahapan dari community development, yakni engagement, assessment, perencanaan program, pemformulasian rencana aksi, implementasi, evaluasi dan hasil perubahan, dan tahapan terminasi. Kegiatan pengabdian masyarakat ini memperoleh hasil yakni dari 5 UMKM yang terpilih, tim KKN-T 5 Mlorah berhasil mendampingi pembuatan NIB kepada 3 UMKM. Terdapat kendala pada pelaksanaan yakni mayoritas UMKM tidak dapat mengisi nomor NPWP pada sitem OSS, karena tidak memiliki sarana administrasi pajak tersebut.

Abstract

Residents' awareness of the Population Administration is in fact so minimal that residents decide not to update or update their Population Administration data. In fact, there are not a few residents who admit that they do not have the Population Administration document at all. As a result, residents experience several problems in obtaining other services as an example for residents who live in the city of Surabaya, the phenomenon of inactivity of the BPJS card is a result that has often occurred lately where after further investigation the cause of the deactivation of the BPJS card is administrative data. Residents who show inappropriate domiciles, namely outside the city of Surabaya. Thus the MSIB internship activity was carried out with the aim of conducting a survey as well as door to door outreach regarding the importance of Population Administration data so that it is hoped that it can increase public awareness of their Population Administration data. Survey activities as well as door-to-door socialization are carried out in two ways, namely the pre-implementation and implementation stages.

Abstract

Optimisation of services in the informal participant acquisition process by ARK (Special Account Representative) is an important aspect in the effort to expand the informal segment and increase the number of informal participant acquisitions. Therefore, services that meet the needs of the community are needed. This research aims to describe and analyse how the services provided by ARK (Special Account Representative) in the acquisition process of informal workers in the employment social security program at the Surabaya Darmo branch office. The research method used in this research is a qualitative approach. Data collection techniques using primary and secondary data. Primary data obtained from active participation observation, interviews conducted with ARK employees at BPJS Surabaya Darmo branch office as many as five people and conducted in a semi-structured manner, documentation results obtained during the participant acquisition process in the field. While secondary data is obtained from the analysis of journal literature, books, and the internet that are relevant to the object and focus of research. The results of this study indicate that the Optimisation of ARK Services in the BPU Acquisition Process at Darmo Surabaya Branch Office can be seen from the five gaps according to Tjiptono's theory (2009: 267-272), namely, knowledge gap, standards gap, deliver gap, communication gap, and service gap and the results obtained that the services provided by ARK (Special Account Representative) at BPJS Ketenagakerjaan in the process of acquiring informal workers are optimal, but there is a need for continuous evaluation and optimisation of comprehensive service improvement. With these steps, it is expected that the participation of informal workers in the BPJS Ketenagakerjaan programme can increase significantly, so as to provide wider protection for informal worker groups.

Abstract

Program SI MAS BAIK (Sistem Manajemen Surat Berbasis Elektronik) dirancang untuk meningkatkan efisiensi, transparansi, dan akuntabilitas pengelolaan surat-menyurat di Biro Pemerintahan dan Otonomi Daerah Provinsi Jawa Timur sebagai bagian dari digitalisasi administrasi pemerintahan. Penelitian ini bertujuan untuk mengetahui efektivitas program tersebut menggunakan metode kualitatif, mengacu pada teori efektivitas program Budiani (2007) yang meliputi empat indikator: ketepatan sasaran program, sosialisasi program, tujuan program, dan pemantauan program. Hasil penelitian menunjukkan bahwa meskipun program ini memberikan manfaat signifikan dalam mempercepat proses distribusi surat dan meningkatkan transparansi pelayanan publik, implementasinya masih menghadapi kendala. Beberapa pejabat terkait cenderung menggunakan metode manual dalam pengelolaan surat, yang menghambat pencapaian tujuan digitalisasi. Hambatan lain mencakup keterbatasan dalam pengunggahan surat secara massal, kurangnya monitoring intensif, dan gangguan jaringan internet. Upaya sosialisasi dan pelatihan telah dilakukan secara rutin, tetapi belum sepenuhnya optimal untuk memastikan pemanfaatan sistem yang maksimal. Untuk meningkatkan efektivitas program, diperlukan optimalisasi sosialisasi, pelatihan langsung kepada pengguna, serta monitoring berkala guna mendorong penerapan sistem secara lebih luas dan konsisten. Penelitian ini diharapkan dapat memberikan rekomendasi strategis bagi pengembangan lebih lanjut sistem manajemen surat berbasis elektronik guna mewujudkan tata kelola pemerintahan yang lebih modern, efisien, dan kompetitif.

Abstract

To prevent violence against children in Indonesia, policy-based strategies must actively involve the community. This study examines how the Family Learning Center Program (PUSPAGA) in Surabaya is implemented using a co-implementation approach, as stated by Denita Cepiku (2021). Institutional arrangements, planning, communication strategies, public actor management, professional management, leadership, and accountability and performance management are the main topics of this research. The research method is a descriptive qualitative approach involving observation, in-depth interviews, and review of policy documents. Research shows that PUSPAGA Surabaya is able to integrate the government, workforce, and community in child protection efforts. However, the organization still faces problems such as a shortage of human resources and a lack of funds. This study shows that collaborative implementation methods can improve the sustainability of child protection programs if they are managed collaboratively, participatory, and focused on local needs.
