<![CDATA[ABSTRACT Consumer protection is the totality of regulations and laws that regulate the rights and obligations of consumers and producers that arise in their efforts to meet their needs and regulate efforts to ensure the realization of legal protection for consumer interests. In accordance with the provisions in Law Number 8 of 1999 concerning Consumer Protection, producers must be responsible for losses received by consumers. The title of this research is Legal Analysis of Consumer Protection Against the Distribution of Illegal E-Liquid in Electronic Cigarettes. The type of research used is an empirical research method using non-library studies, namely field research whose object is the symptoms, events and phenomena that occur. in society, Problem formulation "What is the form of legal protection for consumers regarding the distribution of illegal e-liquid in electronic cigarettes", The aim of this research is to obtain data and information about the responsibilities of business actors who sell e-liquid without excise, to reveal the factors what factors cause business actors to sell e-liquid without excise duty, to reveal the legal consequences for business actors who buy and sell e-liquid without excise duty, as well as to reveal the efforts that have been made by consumers who feel disadvantaged by business actors. The results of this research show that the sale of e-liquid without an excise stamp (illegal) was carried out by the owner of the Ocean Clouds electronic cigarette shop (vape store) in Pontianak City which is owned by Luluk Tri Wahyudi, the reason the perpetrator sold e-liquid without an excise stamp (illegal) was because the price is cheap so it is affordable for consumers. The legal consequences for business actors are that business actors are obliged to be responsible for losses suffered by consumers as a result of consuming the goods they trade and can be charged under criminal law. And the legal action that must be taken by consumers is to submit a complaint to the shop owner to ask for responsibility for the losses they experience.Keywords: Consumer Protection, Liability, E-Liquid, Illegal, Excise. ABSTRAK Perlindungan konsumen adalah keseluruhan peraturan dan hukum yang mengatur hak dan kewajiban konsumen dan produsen yang timbul dalam usahanya untuk memenuhi kebutuhanya dan mengatur upaya-upaya untuk menjamin terwujudnya perlindungan hukum terhadap kepentingan konsumen. Sesuai dengan ketentuan dalam Undang-undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen produsen harus bertanggung jawab atas kerugian yang di terima oleh konsumen. Adapun judul penelitian ini ialah Analisis Hukum Perlindungan Konsumen Terhadap Peredaran E-Liquid Ilegal Di Dalam Rokok Elektronik, Jenis penelitian yang digunakan adalah metode penelitian Empiris dengan menggunakan studi non pustaka yakni dengan penelitian lapangan yang objeknya mengenai gejala-gejala, peristiwa, dan fenomena yang terjadi di masyarakat, Rumusan masalah "Bagaimana bentuk perlindungan hukum terhadap konsumen atas peredaran e-liquid ilegal di dalam rokok elektronik", Tujuan penelitian ini untuk mendapatkan data dan informasi tentang tanggung jawab si pelaku usaha yang menjual e-liquid tanpa cukai, untuk mengungkapkan faktor-faktor apa saja yang menyebabkan si pelaku usaha menjual e-liquid tanpa cukai, untuk mengungkapkan akibat hukum bagi pihak pelaku usaha yang memperjual belikan e-liquid tanpa cukai, serta untuk mengungkapkan upaya yang telah dilakukan oleh pihak konsumen yang merasa dirugikan oleh pelaku usaha. Hasil penelitian ini menunjukkan bahwa penjualan e-liquid tanpa berpita cukai (illegal) yang dilakukan oleh pemilik toko rokok elektronik (vape store) Ocean Clouds di Kota Pontianak yang dimiliki Luluk Tri Wahyudi, penyebab pelaku menjual e-liquid tanpa berpita cukai (illegal) karena harganya murah sehingga terjangkau bagi para konsumen. Adapun akibat hukum bagi si pelaku usaha adalah pelaku usaha wajib bertanggung jawab terhadap kerugian yang di derita oleh konsumen akibat dari mengkonsumsi barang yang di perdagangkanya dan dapat dijerat hukum pidana. Dan Upaya hukum yang harus dilakukan oleh konsumen yaitu dapat memberikan aduan kepada pemilik toko untuk meminta tanggung jawab terhadap kerugian yang di alaminya.
