STRATEGI PEMERINTAH DESA UNTUK MENINGKATKAN PARTISIPASI MASYARAKAT DALAM PEMBANGUNAN DESA (Studi di Desa Talawid Kecamatan Siau Barat Selatan Kabupaten Siau Tagulandang Biaro)

Partisipasi masyarakat dalam proses pembangunan desa sangat penting untuk menumbuhkan rasa memiliki terhadap hasil dari pembangunan yang dilakukan. Untuk meningkatkan partisipasi masyarakat juga tergantung dari peran pemerintah desa. Dengan menggunakan metode kualitatif, artikel ini mengkaji strategi yang dilakukan oleh pemerintah Desa Talawid, Kecamatan Siau Barat Selatan, Kabupaten Siau Tagulandang Biaro. Dalam mengkaji strategi pemerintah desa, digunakan pendekatan yang dikemukakan oleh Fred R. David (2011), tentang proses manejemen strategi. Menurutnya manajemen strategi terdiri atas tiga tahap yaitu: Perumusan strategi, penerapan strategi, dan penilaian strategi. Temuan penelitian menggambarkan bahwa dari sisi perumusan strategi pemerintah Desa Talawid sudah cukup baik, sedangkan saat implementasi strategi masih terdapat beberapa hambatan yaitu kurangnya koordinasi antar unit yang sudah dibentuk.Kata Kunci: Strategi; Pemerintah Desa; Partisipasi Masyarakat; Pembangunan Desa ABSTRACTCommunity participation in the village development process is very important to foster a sense of belonging to the results of the development carried out. Increasing community participation also depends on the role of the village government. Using a qualitative method, this article examines the strategy carried out by the government of Talawid Village, South West Siau District, Siau Tagulandang Biaro Regency. In reviewing village government strategies, the approach proposed by Fred R. David (2011), regarding the strategic management process is used. According to him, strategic management consists of three stages, namely: Strategy formulation, strategy implementation, and strategy assessment.
